linked to White House 911 finance

Documents point to attack on America

Sioux City, Iowa – According to leaked documents from an intelligence file obtained through a military source in the Office of Naval Intelligence (ONI), on or about September 12, 1991 non-performing and unauthorized gold-backed debt instruments were used to purchase ten-year “Brady” bonds.

The bonds in turn were illegally employed as collateral to borrow $240 billion–120 in Japanese Yen and 120 in Deutsch Marks–exchanged for U.S. currency under false pretenses; or counterfeit and unlawful conversion of collateral against which an unlimited amount of money could be created in derivatives and debt instruments.

The illegal transactions are also linked to the murder of a U.S. Army colonel charged with overseeing approximately 175 secret CIA bank accounts, according to the officer’s wife, Mrs. V. K. Durham. During multiple interviews, Durham told that Bush 41 and Clinton administration officials visited her husband Colonel Russell Hermann several times in the months prior to and three days before his torture and murder on August 29, 1994.

Durham told us the $240 billion in stolen currency was obtained resulting from George H. W. Bush’s presidential abuse of power, when he authorized former Treasury Secretary Nicholas Brady and former Secretary of State James Baker III to make fraudulent use of the Durham Family Trust collateral without her permission. There is evidence that Colonel Hermanns and V. K. Durhams signatures were forged on a Goldman-Sachs bank account certification requesting the conversions to U.S. currency.

The money was never repaid since the ten-year Brady bonds–purchased before September 13, 1991 using the fraudulent collateral and gold bullion as security came due on September 12, 2001the day after the 9.11 attacks, having allegedly been underwritten and held by the trustee, Cantor-Fitzgerald bond brokerage firm [whose offices on floors 101-105 in the North Tower of the World Trade Center (WTC) were destroyed on 9.11 along with the Brady bond evidence].

Three days before his suspicious death, Colonel Hermann told his wife that former President George H. W. Bush, Federal Reserve Chairman Alan Greenspan and U.S. Marine Colonel Oliver North (pardoned by Bush Sr. two years earlier for his Iran contra indictments when Bush Sr. was also facing indictments for his role in Iran contra) all passed V. K. Durham coming up in an adjacent elevator after all three had left Hermann’s room and gone down in another elevator at the Veterans Administration Health Care Center in Marion, Illinois.

Hermann had been probing Bush 41 and Clinton links to narcotics money laundering, according to his wife.

Durham told us that Colonel Hermann told her “Bush, Greenspan and North were trying to get me to sign off on the CI Ltd., the Central Intelligence, Ltd., Iran and Latin American contra accounts. They held about $13-17 billion in physical gold.”

This, raising questions about an evidence trail for a grand jury to seek restoration of funds potentially stolen by high government officials from United States taxpayers….

Misused collateral = gold security = bogus bonds =
$240 billion stolen currency

Evidence indicates that on August 19, 1991, John D’ Aquisto of DFG Inc. mailed (1A) Federal Express packages to United States Federal Reserve Bank Chairman Alan Greenspan and Bush 41 Secretary of the Treasury Nicholas Brady to communicate details of currency exchange transactions which ultimately led to multiple allegations of bank fraud involving billions of dollars, according to V. K. Durham. It is not known whether this cash was laundered into the Philippines and then used for the “family,” referred to in the Wanta-Cheney memo.

The FedEx receipts show contact between Greenspan, Brady and John D’ Aquisto and given the bank fraud links, Greenspan’s visit to Russell Hermann and the close proximity of the transactions to September 11, Durham says prosecutors should interrogate the three about their knowledge of improper banking activities which could be linked to the North Tower attacks at Cantor-Fitzgerald and the Pentagon impact reportedly involving the ONI on September 11–witnesses for a grand jury, should an official entity decide to prosecute mass murder on behalf of U.S. taxpayers….

According to Stewart Webb, Nevada Secretary of State Frankie Sue Del Papa, a Bush shadow government player, participated as a co-conspirator to obstruct justice, intentionally switching forged documents pertaining to registrations and filings of corporations involving Bush 41 and Leonard Millman. One of the corporations connected to the gold-backed Brady bonds above was Cosmos Corporation of Nevada–one of several Cosmos corporations.

Robert D. Hammond, Vice President of the Securities Sales Department, Goldman Sachs & Co., wrote to John D’ Aquisto and DFG, Inc. on August 7, 1991, certifying that DFG had an account with Goldman, number 027-02082-2; however, the letter’s notary seal contained the forged signatures of both V. K. Durham and her husband, Colonel Russell Hermann [ Durham initialed and attested to the alleged bank fraud directly on the notarized document, indicating the signatures Goldman sent to DAquisto were forgeries ]:

“Please be advised that if DFG wishes to engage in foreign currency transactions, Goldman Sachs has extensive capabilities in this area. For instance, upon receipt of approximately 700 million Japanese yen into the above account, Goldman could convert such funds into approximately $5 million U.S. dollars.”

D’ Aquisto also complained about more alleged bank fraud by Goldman Sachs in a letter to Phil Roberts in the Bank Fraud Division at the U. S. Department of the Treasury, written on September 10, 1991, regarding suspect banking procedures wherein “funds were reversed and withdrawn from our account without our permission.”

In another letter on September 10, 1991 to Karl Ehm, D’ Aquisto and Russell Hermann asked “did you receive the return of $5,117,280.00 back from Goldman-Sachs?” The letter also indicated “no zero balance shown after the activity summary,” providing no evidence that $5+ million was withdrawn just minutes after it was deposited while showing that the money was still in the account.

The letter specifically referred to a partial Japanese Yen transfer which took place at Goldman’s Los Angeles office prior to the September 13, 1991 ten-year contract. The transaction in California provides potential U.S. jurisdiction and venue for another citizen grand jury should obstruction of justice continue in New York City where Spitzer and Morgenthau refuse to probe the suspect $240 billion dollar financial transaction which came due at Cantor-Fitzgerald two days after the 9.11 attacks:

“On September 10, 1991 we received our August 1st-August 31 statement from Goldman…On the statement enclosed you will see that the Japanese Yen went to Mitsui Bank of Tokyo, which is Goldman Sachscorrespondent bank. The monies were then credited to the account and exchanged and deposited, U.S.D. equivalent at the rate of exchange. That part of the transaction was perfectly normal.”

“What happened next is what concerns me. On August 7, 1991, the funds were reversed and withdrawn from our account without our permission! There is no reference to the whereabouts, or disclosure of the whereabouts of this money, or of the receipt of acknowledgement that this transaction even took place.”

“As an ex-banker of 16 years, I feel that my rights have been violated to the highest degree, and the laws of the United States have been broken. I think you would call this bank fraud? According to Goldman Sachs, this was probably a clerical error on their part. I find it hard to believe that a company such as Goldman Sachs would be so negligent as to make a $5,117,280.00 “clerical error….you can call me at our other company Ariel Life Systems Inc., a government contracted corporation with the National Aeronautics and Space Administration (NASA).”…

According to two witnesses, Greenberg-Traurig is allegedly tied to suspect legal entanglements surrounding the challenge for control of New Hampshire 9.11 widow Ellen Mariani’s estate and her husband Neil’s death on September 11. Mariani’s litigation in New York and New Hampshire against President Bush and other top officials seeking court-ordered discovery about White House involvement in the attacks and obstruction of justice by members of Congress was blocked due to complications surrounding the challenge for control of her husband’s estate.

Norman Brownstein was a former Director and the current corporate attorney for the late Leonard Millman’s MDC Holdings, Inc., the parent company of Silverado Savings and Loan Association where President George W. Bush’s brother Neil was a Director of the failed institution which cost American taxpayers at least $50 billion dollars.

Webb revealed he has evidence that proves Silverado laundered $12 trillion dollars in narcotics money during the time period that President Bush’s brother Neil was on the board of directors of the failed bank organization.

According to Leonard Millman’s ex-son-in-law Stewart Webb, $2.6 billion in Mena, Arkansas/Iran contra drug money was laundered through the Rose Law firm [where New York Senator Hillary Clinton was a partner] into Millman’s failed M&L Business Machines Company of Denver.

Webb alleged that his documented evidence and first-hand witnesses prove that Hank Greenberg, Leonard Millman and Meyer Blinder were all involved in massive securities fraud involving National Brokerage Group of Companies, and its Stinger Securities, Coral Gables Securities and others that allegedly milked American investors for billions of dollars during the 1980s.

This, while Webb also alleged that Hank Greenberg was involved in re-insurance fraud loans with Millman’s National Acceptance Company which owned First National Acceptance Company, both of which own Bank of America, with the first two being financially connected to AIG.

Attorney General Spitzer is in possession of part of the above evidence relating to Leonard Millman’s links to $6 trillion in American pension fund fraud; moreover, Webb told us that former Independent Counsel Kenneth Starr–who the whistleblower said obstructed justice in his investigation of Clinton/Bush-linked narcotics money laundering–had lunch with Mr. Spitzer a few weeks ago, raising additional questions regarding obstruction of justice for a grand jury with subpoena power.

Webb alleges that drug money was laundered by Millman into Hank Greenberg’s AIG and other Wall Street accounts by Gwendolyn Waymark of the Waymark Group and also the Foundations Groupwhich the Cheney memo above links to boxes of cash moved from the Philippines and tied to both the recently deceased Millman and George H. W. Bush.

The Foundations Group’s laundered drug money paid for a group of 9.11 terrorists secretly headed by the Defense Intelligence Agency’s (DIA) Gary Best–one of the former Iran contra shadow government players–according to Webb.

Most shockingly, Webb alleges that “ONI-CIA Marine officer Oliver North, CIA-DIA agent Gary Best, CIA agent Terry Lynn Nichols and CIA contract agent Timothy McVeigh were all paid through Waymark’s Foundations Group funding arm–directly or indirectly.”

This raises the bar as to why the Vice President has not been subpoenaed when the Wanta memo directly links Cheney, Dr. Rice (and by authority and the obligation to act upon a financial terrorist threat– President Bush) to knowledge of the Foundations Group in what appears to be United States covert black operations involving financial terrorism and mass murder.

Webb told us, “this explosive evidence is why Eliot Spitzer and Robert Morgenthau are obstructing justice to let AIG off the 9.11 hook in the “public” part of their current and high-profile Wall Street probe. But it’s also why the Joint Congressional Intelligence Committee members are obstructing justice and committing treason by refusing to subpoena Cheney and other key intelligence officials regarding their awareness of a “family” extending from the Philippines to Europe and the United States–all with links to financing terrorism.”

A comprehensive grand jury investigation, with subpoenas, testimony and interrogation by independent, a-political career prosecutors like Patrick Fitzgerald could well blow the lid off 30+ years of illegal operations, financial terrorism, 9.11 mass murder, the Oklahoma City bombing, the Kennedy assassination and pre-emptive war based upon lies–a lengthy pattern of illegal activities by a succession of White House crime families, according to both Webb and V. K. Durham.

All this, tacitly endorsed by quietly complicit congressmen–either too frightened to speak truth to power due to past small-plane assassinations or having been self-absorbed by pensions, perks and power to exercise their constitutional mandate to protect the very citizenry which honors them with high office.

CIA banker’s strange death

Colonel Russell Hermann–a 53-year career military officer, had been conducting a two-year internal investigation of President Clinton, White House counsel Vincent Foster and protracted drug shipments into Mena, Arkansas; but Central Intelligence would not let him retire since it was too expensive to train new personnel and re-start the investigative trail, according to his wife “V.K.” who witnessed the first attempt on her husband’s life from her front porch in 1993.

Durham told us “he traveled in a big black truck with tons of surveillance equipment. I saw it, but he didn’t want me to come near it. He said ‘you don’t want to know about this;‘ and as he put his arms around me and kissed the back of my neck, he said ’we caught President [Clinton’s] man [Vince Foster] with Swiss bank accounts, so now I can file my investigation reports, retire, and we can start living a new life.’ “

“This was July 1, 1993. Vince Foster turned up dead on July 20 and my husband Russell was murdered on August 29, 1994,” she said.

“The next day, while mowing his lawn on July 2, 1993, Russell was sprayed with some type of poison gas–possibly sarin–from a passing vehicle. He took a few steps and went down, bleeding from the eyes, ears and nose,” said Durham who had married Hermann six years earlier on November 27, 1987.

“Russell had not finished his report on Clinton, Foster and the Mena, Arkansas drug money laundering, she said, adding that her husband had cryptically told her, “If I go to the hospital without that report being finished, I am a dead man.” This, reminiscent of Michael Corleone’s “men are coming to kill my father” plea to a lone nurse caring for the Godfather in an empty wing of a New York City hospital.

“There was no sign of an ambulance,” said Durham, “a 24 foot white box van with no lettering or markings took Colonel Herman away and he was missing and unaccounted for from 9:00 am till 10:00 pm at night. I found him the next day through a phone call at my neighbors.”

“He was at St. Mary’s Hospital in Clayton, Missouri–in a wing all by himself, strapped down to a bed with no life support system when I got to him, nothing,” she said, adding “Russell was a U.S. intelligence officer–a full Colonel–and he told me to ‘call my CWO2 [Chief Warrant Officer] and tell him to get my mandatory two men in here to protect my life.”

Offering a warning to current CIA officers, Durham said “Russell told me they strung him up on meat hooks on the way to the hospital–I saw the [warning: graphic photos] hook marks under his collar bone: they beat him and burnt him with cigarettes, broke his ribs, left hand and left arm, and shoved a cattle prod into his rectum,” said the furious widow, making a clear point: “they’ll do it again to any of the intelligence guys walking around now if they don’t do something to stop these criminals.”

St. Mary’s hospital was described to us as some sort of secret military asylum–a hospital of horrors, by Durham, who said “the hospital was filled with naval officers and a woman named Ruth said ‘you have to sign these papers (4-inch stack),’ and I asked ‘where are my husband’s records;’ she pulled them back and shredded them right in front of me–all his military records–a full-bird U.S. Army Colonel.”

“When Ruth had her back to me, another woman slipped me a piece of paper of the hours and medical log sheets with the hour Russell was taken to the hospital–helping to fix the hours of his torture and the fact that his ambulance authorization had not even been signed,” she said, “proving he was tortured in the back of that white truck–and this is the United Stated Veterans Administration!”

“Russell was kept there against his will after he recovered until November 17, 1993. One of the doctors, another friend of Russell’s and I saw Marine Colonel Oliver North dressed in a white medical coat attempting to disguise himself while visiting Russell’s hospital room on November 13 or 15, just before he was released from the hospital.

Durham told us, “something was going on at that hospital. I saw a Navy Commander strapped to a gurney–from Seal Beach…tied down. A female doctor was sitting there with his wife and they were bartering over his body parts. I heard all this with Russell’s doctor friend. The Commander was alive and strapped there, his eyes looked terrified and his mouth was taped shut,” she said, offering “his wife walked over to her husband and said ‘Now I’ll never have to know when you’re coming home again.’ We inquired about him later and found that he had come up ‘missing.’ “

Still weak and declining from the first murder attempt on his front lawn, Colonel Russell Hermann ended up at the Veterans Administration Health Care Center in Marion, Illinois; and Durham told us “Hillary Clinton’s operatives, David Horowitz and Karen Koffee came to meet with Russell, seeking money to underwrite the National Healthcare Program she was pushing in 1994.”

“This was on July 20. Russell told me Clinton’s people said ‘you’re going to die before very long and your wife will disappear and no one will know where she is,’ and both of them are accessories to murder as far as I am concerned,” said Durham, as we listened in stunned silence.

“Russell was doing pretty well around August, 1994, and on Friday, August 26, he said that George Bush Sr., Alan Greenspan and Oliver North came to see him in his hospital room at the VA, and tried to get him to sign off on the Iran and Latin America contra accounts so they could get control of them,” Durham told us, adding, “but Russell told me he just reached down and grabbed a hand-full of excrement from his hospital bowel and threw it at President Bush, saying ‘go to hell.’ Then the three of them left the room as I was coming up the other elevator.”

“I was planning to take Russell home from the VA the following Monday, August 29–a couple days after Bush, Greenspan and North visited on Friday. I came in to pick him up and he was dead,” she said, adding “the attending physician, Dr. Pettit, refused to do an autopsy, even though Russell’s body was all red and he was given 8 or 9 injections on his hip and the base of his skull, and his back and body were as red as fire–but his eyes were as clear as mine.”

“The coroner, Michael Vickery, took a number of photographs and told me ‘this man was murdered,’ and I had been refused possession of his body for six days–from August 29 until September 5–after being told there was evidence that he was frozen alive, she told us while still in stunned silence.

When we asked what happen next, Durham said “I found out the contra accounts were moved from Republic Bank in Texas to Republic Bank in New York; I think Teddy Lloyd was the banker in New York. I believe they knocked Russell out and I thought he was dead. Then they moved him to the Guernsey Islands near England and used his voice-activated and fingerprint codes to sign over control of the $13-17 billion in gold that was in the accounts,” providing another paper trail for recovery of missing funds from the U.S. Treasury–but also a public view into the inner-working of intelligence bank account security.

V. K. Durham told us one of Russell’s men contacted her and said there had been a government contract to take out the Colonel by either a Commander McDonough or MacDonald, and that there are transcripts from the tape of his torture and death, but she does not know where they are.

“Control files” blackmail congressional and DOJ officials

Stewart Webb alleges that an important key to the “control” of the U.S. House and Senate has been the use of blackmail via “Operation Brownstone,” led by individuals he calls CIA shadow government players like Ted Gunderson, Harold George Pinder and Clint Murchinson Jr. – setting up legislators for blackmail through child pedophilia rings using both vulnerable male and female children from orphanages all across the United States. This, according to scores of documents and witnesses.

Americans who are concerned about pedophilia, with near daily reports of kidnappings or disappearances of young children who later turn up dead or fall victim to Mexican, South American and Middle Eastern child sex slavery need only start with the ongoing cover-up of pedophilia in the halls of Congress and the White House. It’s still a hushed-up secret, waiting for irate parents and family victims to march on Washington.

Other congressional blackmail was employed, according to Webb, by the late Leonard Millman, New York Senator Hillary Clinton, Neil Bush and Florida Governor Jeb Bush in an entity known as the MCRD-Boulder Properties Limited Partnerships – financed by Silverado Savings & Loan; and Webb says this forced dozens of current and former congressmen into bankruptcy, including high-profile current New York Senator Charles Schumer. Additional bribes and payoffs were affected through Millman’s cutout company, Denver’s M&L Business Machines to David Mann, Asst. DOJ Inspector General, who works under Lee Redneick, DOJ Inspector General, with money also paid to Denver U.S. Attorney Mike Norton and Robert Pence, head of the FBI Denver office.

Illegal campaign money laundering involved Millman’s MDC holdings–fined by the SEC in 1991 and covered up by former Colorado Attorney General Gail Norton, the current Bush 43 Secretary of Interior, according to Webb. Norman Philip Brownstein, a current Director of Denver’s Chubb Insurance Company, allegedly owned by George H. W. Bush and Webb’s ex father-in-law, the late Leonard Millman – through illegal trusts funded by laundered drug money controlled by Brownstein – paid President Clinton’s legal fees and also paid off Paula Jones in her sexual harassment suit against the President. Clinton’s personal attorney, James M. Lyons–engulfed in the Whitewater scandal–sits on the board of Millman’s MDC holdings.

All this, according to Webb’s documents and first-hand witnesses, but also Webb’s grand jury demand–filed three times.

Webb told us as recently as August, 2004 in U.S. Federal Court in Denver [Case No. 95-Y-107], Chief Judge Richard Matsch has continued to ignore and obstruct his explosive evidence in a manner similar to when Matsch ruled in the Oklahoma City bombing case.

Lastly, another illegal operation employed to “control” and pay off House and Senate members was through Apartment Investment and Management Company (AIMCO)–a real estate investment trust (REIT) currently run by former Congressman Terry Considine and Bush 41 attorney Norman Brownstein.

Members of Congress have been bribed via the Department of Housing and Urban Development (HUD) via Millman and Brownstein’s handing over hidden corporate ownerships in AIMCO’s stolen HUD properties, the federal whistleblower has alleged.

According to Webb, AIMCO is the largest landlord of U.S. apartments–with units that were stolen by Millman’s partner Phil Winn of Denver’s Winn Group, the focus of the 1989 congressional “HUD Scandal ” investigation which led to Independent Prosecutor Arlen Adams convicting Switzerland Ambassador Phil Winn and others–but three months before leaving office, President Clinton pardoned Winn. And congressmen continue to profit from money stolen from the taxpayers.

All this, as the voices of thousands of American boys cry out from their graves on the bluffs above the Normandy beaches on the English Channel: “France!…now it’s your turn to help America.”

The CIA’s pivotal figure, George Herbert Walker Bush, is a three-time president of the U.S.: vice-president over Ronald Reagan, president, and presiding father over his own son.

The election coup of the year 2000 happened under his planning and influence. The resulting White House cabinet came out as a copy of his former administrations. Now, in the final stages of his life, he wants to achieve what has been his utopian goal all along. Not politics, but seizing power over the government for imperialistic purposes, unwilling to lend any importance to social issues.

In fact, the nation now serves as a mere subsidiary system for the oil and weapons lobbies – the two ultimate instances that threaten the survival of this beautiful planet.

George HW Bush is a long-time CIA agent, is a former CIA director, and in 1999 seized control over the intelligence agency. This was hardly an obscured coup: the headquarters of the CIA are now officially designated as the “George Bush Center for Intelligence”, not to honor Bush’ long CIA career; but as a purely practical apprehension over the global intelligence power that the agency provides. The CIA is now the White House’s private propaganda and black operations army.

George Herbert Walker Bush now commands both.

What is the real function of the CIA? On the one hand: topple foreign governments, through the use of mercenary, guerilla, and terrorist groups, without exposing its own ties, for the purpose of economic domination. On the other hand: take control of foreign leaders, secondly blame them for certain injustices, and thirdly invade the country with military troops. This was done in Panama, Iraq and Afghanistan – all three invasions were done during Bush administrations.

Each time, the CIA provided the world with phony legitimate reasons to attack these countries. Their leaders, however, were put in place or subsidized by the CIA in the first place. By manipulating the mainstream media, the CIA then orchestrates a legitimate political pretext to invade or overthrow foreign democracies.

The CIA cheats, lies, and manipulates on a scale larger than we dare to imagine. The goal of all this, is to bring the world under totalitarian control – in other words: to end the freedom and peace we all aspire in our daily lives and subject us to totalitarian control.

No more, no less….

Originally created to gather technical and military data from foreign political adversaries, the CIA evolved into an active tool for sabotage and destruction of any real or imaginary non-US interests. After trying for decades to topple the Russian economy, it was unable to predict the fall of the Soviet empire; Mikhail Gorbachov kept the honor to himself….

Not the U.S.S.R, but the oil-rich Iraq, Iran, Saudi-Arabia, Columbia, Venezuela are now the enemy. Notice how the upheaval in these countries has risen together with the Bush administration? Not a coincidence; there is lots and lots of oil in those areas. The oil market must be controlled by the U.S. corporations – at all costs. It’s their reason for existence.

The CIA is funded and connected with the power players who fundamentally strive for a global oil market dominance (the Bush dynasty, and practically everyone in the White House anno 2000), and is courted by renewed increases in weapons trades ( Carlyle Group )….

This dynamic isn’t new, it has been going on since president Roosevelt’s days. People climb to the top and try to stay there, by whatever means necessary. The CIA provides those means, and keeps itself alive while doing so – devoid of any democratic approval.

In the eyes of the corporate establishment, great economics is not about a ‘free’ market (as the founding fathers of liberalism meant it to be), but is about domination over a market, an economical interaction that must be curtailed and fashioned at will, to be able to keep the commercial products at their selling rates and to continue plundering natural resources….

In the United States, where individual ambition and enrichment is the only esteemed moral value, and where self-interest always comes before the care for the others, the CIA is the mechanical realization for the greedy, egocentric needs of the ruling elite

The CIA is thus not striving for the propagation of the democratic values of the American constitution at all, but is actively occupied in fulfilling the international framework that is needed on behalf of the extreme right-wing corporate employers.

The media approval for this policy is actively modeled, shaped and constructed on a daily basis. With an official annual budget of $30 billion (but expenditures 400 % thereof – gained from drug traffic), there’s no telling to what ambitions can be fulfilled, how many people can be bribed, influenced, bought off, hired, blackmailed etc….

The events of 9/11 show a nearly perfect CIA modus operandi: by actively investing money in extremist, terrorist and revolutionary groups, giving them extra warfare education, and igniting their original dismay with extremely fundamentalist feelings – which are evidently receiving spectacular media-attention; secondly, to organize a violent strike on American territory or on military and diplomatic posts abroad, with the aid of mercenary and covert factions; and thirdly, to tie the violence to the foreign fundamentalist groups that were funded and controlled by the CIA in the first place (eg. al Qa’ida).

The CIA orchestrates this in the media by a well funded, cleverly shaped and extremely secretive amount of lies and misinformation. Throughout this long-term strategy, the media are used and abused in the most stunning ways, by planting false stories, forcing confessions, and creating a global terror climate. What happened on September 11th is a perfect example of CIA intelligence creativity. Since then, as a direct result of this, anyone doing anything out of the ordinary in any international airport, is deliberately being profiled as connected to Islamic terrorism, while the arrests are always unsubstantiated, and links to al Qa’ida are never proven….

The media corporations are far from the watchdogs they used to be. To survive in a competitive market, they are pressured to bring both attractive news and keep a good relationship with official intelligence and other agencies, if they are to benefit from further press releases and future cooperation with the ruling power structure….

Thus it has become a unique instrument of tremendous media manipulation. This rarely gets exposed by mainstream journalists who generally prefer a juicy terrorist story above the difficult debunking of a governmental lie.

And so the people are being fooled on a daily basis.

But there are other ways to the truth than those of the classic media. We can rely on the testimonies of ex-CIA employees, ex-military, ex-police officers and so forth…. Under the guise of patriotic duty, these agents and administration workers were recruited from several areas of life and became entrenched in the opaque ways of the Agency.

Getting in wasn’t easy, but getting out is a nightmare. Nevertheless, it’s only by relying upon this small core of disillusioned ex-CIA employees that some of its highly secret actions can be uncovered. What we come to know about is always but a minor fraction of the whole strategy and practical execution, but is still highly indicative of the CIA’s modus operandi and political aim.

We owe a lot to these ex-agent’s inside knowledge, because their whistle blowing words are the only way to unveil the truth: what everyone should know about the secretly damaging ways of the Central Intelligence Agency….

WASHINGTON – It’s getting personal.

Revealing the deep personal animosity below the surface of his Iraq policy on Friday, US President George W. Bush described Iraqi leader Saddam Hussein as ‘the guy that tried to kill my Dad’….

In a speech to Republicans at a fund-raising dinner in Houston, he referred to Iraq’s attempt to assassinate his father in 1993 to explain why the Iraqi President is a threat to the US.

He said: ‘There’s no doubt his hatred is mainly directed at us. There’s no doubt he can’t stand us.

‘After all, this is the guy that tried to kill my Dad at one time.’

Kuwaiti security officials foiled the alleged car-bomb plot to kill the senior Mr Bush, who was on a victory lap of the Gulf shortly after leaving office in 1993.

The CIA blamed Mr Saddam for the assassination attempt, and in retaliation, then-President Bill Clinton launched several cruise missiles on Iraqi intelligence headquarters in Baghdad….

… My mind was taken back to a recent discussion I had had with an Iraqi minder, a highly educated and personable engineer colonel – clearly under orders from Iraqi intelligence to befriend me. He and I would sometimes engage in conversations, usually about the domestic situation in Iraq. On this occasion, he turned to me and asked forgiveness for a question he wanted to pose.

“Fire away,” I said.

“Mr. Ritter,” he began, “you are a man of honor and logic, and we in Iraq trust you. We know that you believe that your investigations are just, but we also know that you are going down a dead-end street with no answers.”

This kind of lecture was unusual from him, but he went on.

“I say this, Mr. Ritter, because we are confused as to why you are allowing yourself to be used by the CIA and Mossad for their purposes.”

I asked what he meant by that.

“Well, perhaps you are unaware of how you are being used, but we have exposed a plot against our president, a plot planned by the CIA and the Mossad. We have interrogated several of the plotters, who have confessed completely. They claim that they were to time the plot to coincide with your inspection in June, that you were supposed to create a crisis that would provide justification to the United States to launch cruise missiles against presidential security using UNSCOM as an excuse. In the resulting confusion the plotters would attack. Unfortunately for them, their plot was known for some time, and they never had a chance. The question is, why did you allow yourself to be used?”

I had no idea what the colonel was talking about, and said so, adding that it sounded a little too contrived to me. But the document I had found about the 3rd Battalion of the Special Republican Guard being liquidated set me to thinking – all the more so when it soon became public knowledge that the Iraqis had indeed foiled a coup attempt against Saddam Hussein in June 1996, and that the plotters included officers from within the Special Republican Guard. The plot had been mounted by the Amman-based Iraqi National Accord. The INA, a creation of the British MI6, had been working with the CIA since at least 1994, as I’ve mentioned.

As I read these documents and recalled my conversation with the Iraqi colonel, I began to think about Moe Dobbs. There was no proof of Dobbs’s involvement but there was a strong set of coincidences. UNSCOM 150 and the attempted coup had both taken place in June. That inspection was directed almost exclusively at Special Republican Guard sites; the coup plotters were from some of the same units we were trying to inspect. Finally, Dobbs and his his Special Activities Staff operators were the CIA’s covert operations experts, one of whose specialties was organizing coups.

As the person in charge of planning the UNSCOM inspections in which Dobbs participated, I have no boubt of the legitimacy of its disarmament objectives. However, looking back at the transcript of Tariq Aziz’s statements to Ekéus about the suspicious timing of these inspections, I began to understand the Iraqi point of view….

FTW, October 9, 2001 — Although uniformly ignored by the mainstream U.S. media, there is abundant and clear evidence that a number of transactions in financial markets indicated specific (criminal) foreknowledge of the September 11 attacks on the World Trade Center and the Pentagon.

In the case of at least one of these trades — which has left a $2.5 million prize unclaimed — the firm used to place the “put options” on United Airlines stock was, until 1998, managed by the man who is now in the number three Executive Director position at the Central Intelligence Agency.

Until 1997 A.B. “Buzzy” Krongard had been Chairman of the investment bank A.B. Brown. A.B. Brown was acquired by Banker’s Trust in 1997. Krongard then became, as part of the merger, Vice Chairman of Banker’s Trust-AB Brown, one of 20 major U.S. banks named by Senator Carl Levin this year as being connected to money laundering.

Krongard’s last position at Banker’s Trust (BT) was to oversee “private client relations.” In this capacity he had direct hands-on relations with some of the wealthiest people in the world in a kind of specialized banking operation that has been identified by the U.S. Senate and other investigators as being closely connected to the laundering of drug money.

Krongard joined the CIA in 1998 as counsel to CIA Director George Tenet. He was promoted to CIA Executive Director by President Bush in March of this year. BT was acquired by Deutsche Bank in 1999. The combined firm is the single largest bank in Europe. And, as we shall see, Deutsche Bank played several key roles in events connected to the September 11 attacks….

The Scope of Known Insider Trading

On September 29, 2001 — in a vital story that has gone unnoticed by the major media — the San Francisco Chronicle reported, “Investors have yet to collect more than $2.5 million in profits they made trading options in the stock of United Airlines before the Sept. 11, terrorist attacks, according to a source familiar with the trades and market data.

“The uncollected money raises suspicions that the investors — whose identities and nationalities have not been made public — had advance knowledge of the strikes.” They don’t dare show up now. The suspension of trading for four days after the attacks made it impossible to cash-out quickly and claim the prize before investigators started looking.

“…October series options for UAL Corp. were purchased in highly unusual volumes three trading days before the terrorist attacks for a total outlay of $2,070; investors bought the option contracts, each representing 100 shares, for 90 cents each. [This represents 230,000 shares]. Those options are now selling at more than $12 each. There are still 2,313 so-called “put” options outstanding [valued at $2.77 million and representing 231,300 shares] according to the Options Clearinghouse Corp.”

“…The source familiar with the United trades identified Deutsche Bank Alex. Brown, the American investment banking arm of German giant Deutsche Bank, as the investment bank used to purchase at least some of these options……” This was the operation managed by Krongard until as recently as 1998.

As reported in other news stories, Deutsche Bank was also the hub of insider trading activity connected to Munich Re. just before the attacks.

CIA, The Banks and the Brokers

Understanding the interrelationships between CIA and the banking and brokerage world is critical to grasping the already frightening implications of the above revelations. Let’s look at the history of CIA, Wall Street and the big banks by looking at some of the key players in CIA’s history.

Clark Clifford — The National Security Act of 1947 was written by Clark Clifford, a Democratic Party powerhouse, former Secretary of Defense, and one-time advisor to President Harry Truman. In the 1980s, as Chairman of First American Bancshares, Clifford was instrumental in getting the corrupt CIA drug bank BCCI a license to operate on American shores. His profession: Wall Street lawyer and banker.

John Foster and Allen Dulles — These two brothers “designed” the CIA for Clifford. Both were active in intelligence operations during WW II. Allen Dulles was the U.S. Ambassador to Switzerland where he met frequently with Nazi leaders and looked after U.S. investments in Germany. John Foster went on to become Secretary of State under Dwight Eisenhower and Allen went on to serve as CIA Director under Eisenhower and was later fired by JFK. Their professions: partners in the most powerful – to this day – Wall Street law firm of Sullivan, Cromwell.

Bill CaseyRonald Reagan’s CIA Director and OSS veteran who served as chief wrangler during the Iran-Contra years was, under President Richard Nixon, Chairman of the Securities and Exchange Commission. His profession: Wall Street lawyer and stockbroker.

David Doherty – The current Vice President of the New York Stock Exchange for enforcement is the retired General Counsel of the Central Intelligence Agency.

George Herbert Walker Bush — President from 1989 to January 1993, also served as CIA Director for 13 months from 1976-7. He is now a paid consultant to the Carlyle Group, the 11th largest defense contractor in the nation, which also shares joint investments with the bin Laden family.

A.B. “Buzzy” Krongard — The current Executive Director of the Central Intelligence Agency is the former Chairman of the investment bank A.B. Brown and former Vice Chairman of Banker’s Trust.

John Deutch – This retired CIA Director from the Clinton Administration currently sits on the board at Citigroup, the nation’s second largest bank, which has been repeatedly and overtly involved in the documented laundering of drug money. This includes Citigroup’s 2001 purchase of a Mexican bank known to launder drug money, Banamex.

Nora Slatkin — This retired CIA Executive Director also sits on Citibank’s board.

Maurice “Hank” Greenburg — The CEO of AIG insurance, manager of the third largest capital investment pool in the world, was floated as a possible CIA Director in 1995. FTW exposed Greenberg’s and AIG’s long connection to CIA drug trafficking and covert operations in a two-part series that was interrupted just prior to the attacks of September 11. One wonders how much damning evidence is necessary to respond to what is now irrefutable proof that CIA knew about the attacks and did not stop them.

Whatever our government is doing, whatever the CIA is doing, it is clearly NOT in the interests of the American people, especially those who died on September 11….

Defense Dollars and
Deal Making

In Feb of 1995, the administration announced that for the first time it would consider the financial state of U.S. defense contractors when negotiating overseas arms sales. The administration has also pushed to relax export restrictions on high-tech equipment used to manufacture sophisticated weapons systems.

Part of what has ingratiated the Clinton administration to weapons manufacturers has been the presence of William J. Perry, first as Deputy Secretary and later as Secretary of Defense.

Perry is a former defense consultant who headed Technology Strategies and Alliances (TSA) between 1985 and 1993.

TSA’s 1994 clients included Boeing, Grumman, Lockheed, Martin Marietta, McDonnell Douglas, Northrop, Textron, Texas Instruments, TRW, Westinghouse, and 20 other defense contractors.

While Perry severed his ties with the company, he had amassed more than a million dollars in consulting fees from TSA’s clients. Not long after he joined the Defense Department, Perry began going to bat for the industry.

One of Deputy Defense Secretary Perry’s extra base hits came when he and then-Defense Undersecretary for Acquisitions and Technology, John Deutch, quietly agreed to provide U.S. defense contractors with taxpayer-finance subsidies for mergers and acquisitions. That was a dramatic shift in Pentagon policy. Usually, such issues are taken before Congress.

Instead, Deutch, in a July 21, 1993 memo, reversed the Pentagon’s ban on the subsidies and underwrote $270 million worth of TSA client Martin Marietta’s acquisition of General Electric’s Aerospace Division.

Just seven weeks earlier, on June 3, 1993, industry CEOs, including Martin Marietta’s Norman Augustine, had sent a letter to Perry and Deutch asking for DOD funding of “restructuring costs” for mergers and acquisitions.

Perry also approved Northrop’s $2.1 billion acquisition of Grumman. Both were TSA clients. The Pentagon called the policy shift a “clarification” that did not require congressional consent….

The policy shift required both Perry and Deutch to seek ethics waivers from rules that call for a one-year “cooling off” period before Pentagon officials can deal with former clients. They got them from then-Defense Secretary Les Aspin, whom Perry replaced in February 1994. Paul Kaminski got an ethics waiver in November of 1994, when he was named to head the Pentagon’s Acquisitions and Technology Department, replacing Deutch.

Deutch remained in the Pentagon loop a while longer and became Deputy Secretary of Defense before moving to the CIA.

Kaminski, who worked at TSA, is responsible for awarding $43 BILLION in defense programs to Pentagon contractors.

The Kaminski appointment marked the first time former defense industry consultants filled the Pentagon’s top three policy posts.

Wanted: Gen-X Chumps, I Mean, Spooks

In case you missed it, the CIA is trolling for fresh blood.

Yes, the US Central Intelligence Agency — that fun-loving, drug-dealing, government-subverting dinosaur of a bureaucracy — is running ads for new recruits.

The ad, in the employment section of the Wall Street Journal (September 7, 1999), features a photo of a smug-looking thirty-something woman with her chin in hand, and the preposterous headline — “Do you have what it takes? Integrity. Intellect. Common Sense. Patriotism. Courage.”

Sadly there was no mention of the applicant’s ability to actively participate in, or at least look the other way, when confronted with state-sanctioned terrorism, like illegal drug smuggling or money laundering.

Sponsored by the CIA Directorate of Operations, Clandestine Service, the ad says you can’t be older than 35 to enter the trainee program. In other words, the ad copy is aimed directly at people who may be unaware of the Agency’s bloody and treacherous history.

“For the extraordinary individual who wants more than just a job, this is a unique career, a way of life that will challenge the deepest resources of your intelligence, self-reliance and responsibility,” the pitch continues.

“It demands an adventurous spirit, a forceful personality, superior intellectual ability, toughness of mind, and a high degree of personal integrity, courage and love of country.”

Give that copywriter a raise. With outrageous lies like these, Gen-Xers could sign up for the Gambino family with a clear conscience.

Then there’s the close — “You will need to deal with fast-moving, ambiguous and unstructured situations that will test your resourcefulness to the utmost.”

“Patriotic” CIA Drug Smuggling

Ambiguous? Ask CIA operative Oliver North, aka John Cathey. He could lie to Congress with a straight face.

When veteran FBI Special Agent Richard M. Taus uncovered and reported evidence of CIA drug trafficking by a group called the “K-Team,” he was set-up and sent to prison on phony charges.

“The K-Team had a front operation with the patriotic sounding name National Freedom Institute and called its operation the ‘Enterprise,’ the same that repeatedly surfaced in the Iran Contra congressional hearings,” writes Rodney Stich in his ground-breaking book Defrauding America.

Taus discovered that that K-Team was a CIA operation, engaged in drug trafficking, the looting of savings and loans, and other activities related to what later became known as Irangate and Iraqgate.

Another of Stich’s sources, Gene “Chip” Tatum confirmed these allegations. He was the helicopter pilot who actually ferried CIA operatives Oliver North, Felix Rodriguez, aka Max Gomez, and William Barr — CIA’s Southern Air Transport attorney and later US President George Bush’s Attorney General — in Central America.

Tatum describes one meeting to “determine where over $100 million in drug money disappeared on the three routes from Panama to Colorado, Ohio and Arkansas. This theft was financially draining the operation known as the ‘Enterprise’… The first call was made by Fernandez to Oliver North, informing North that ‘the money loss was occurring on the Panama to Arkansas route, and that means either Seal, Clinton or Noriega.'”

Imagine -the late CIA drug transport pilot Barry Seal, former Arkansas Governor Bill Clinton, as well as Panama’s General Noriega were all suspected of skimming George Bush’s cocaine profits.

“Fifteen minutes later the portable phone rang and Vice President George Bush was on the line talking to William Barr,” writes Stich. “Barr said at one point, referring to the missing funds, ‘I would propose that no one source would be bold enough to siphon out that much money, but it is more plausible that each are siphoning a portion causing a drastic loss.'”

Tatum said that Barr then dialed another number immediately reaching Governor Clinton. Barr explained the missing money problem to Clinton, explaining that over $100 million of the Enterprise monies had disappeared, and warning that the matter must be resolved or “it could lead to big problems.”

The problems were evidently ironed out. Bill Clinton became president, one of the CIA’s “few groomed men,” who was promised his position on the “short list” for the job, according to Terry Reed and John Cummings, authors of Compromised .

In another instance, Tatum described “flying the group to Santa Ana, Honduras meeting with Enrique Bermudez and other Contra leaders and visiting a cocaine processing facility. Tatum described the strong smell of jet fuel and acetone and the large fuel pods that had the tops stripped off them and in which were fuel and leaves,” writes Stich.

“Tatum repeated what Oliver North said, ‘One more year of this and we’ll all retire.'”

The hubris of these criminals is unbelievable. And Oliver North, of course has still not retired.

“North added, ‘If we can keep those Arkansas hicks in line, that is,” referring to Barry Seal and Governor Clinton… As Tatum listened to these conversations he remembered the army officer’s remarks, ‘Tell no one. There’s no one big enough in your chain of command.'”

No kidding. Hearing Oliver North talk about the involvement of George Bush and Bill Clinton in drug smuggling, Tatum wisely followed the advice.

“Courageous” CIA Money Laundering

Or you could ask Ronald Rewald, an international wheeler-dealer who thought he had it made. Hobnobbing with the world’s movers and shakers, Rewald was living the lifestyle of the rich and famous. He had a $2 million estate in Hawaii, a chauffeured limo took him to work everyday, and he even played polo with the Sultan of Brunei, the richest man in the world.

The subject of another book by Rodney Stich called Disavow, Rewald had a dark secret. He was just a front man for the CIA, an informant since college when he began spying on “subversive” organizations like the SDS (Students for a Democratic Society) during the late 1960’s and 70’s.

Later as chairman of BBRDW — Bishop, Baldwin, Rewald Dillingham and Wong — a Hawaii-based CIA front masquerading as a worldwide investment company, Rewald thought he had nothing to fear. But then came the setup and the fall. Today after spending ten years in prison as the fall guy for the CIA, Rewald is reportedly still in denial.

According to Stich, BBRDW was a CIA proprietary, a company wholly owned by CIA operatives, started, operated and funded by the CIA in 1979 using many of the same high level people that had staffed Nugan Hand Bank.

Nugan Hand was the infamous Australia-based money laundry used by CIA to disburse Southeast Asian drug revenues.

In a chapter of Defrauding America, Stich writes that “the CIA used BBRDW as an international investment company cover with 120 employees staffing offices in 16 countries including Hong Kong, India, Indonesia, Taiwan, New Zealand, Singapore, London, Paris, Stockholm, Brazil and Chile. CIA personnel opened and operated these far flung offices.”

When his cover was blown by a Honolulu reporter, Rewald never saw it coming. Since he’d been working for the CIA since his college days, he just naturally assumed that the CIA takes care of its own. Rewald was wrong.

“Disavowed” by the way, means “once your cover is blown, pal, you’re on your own.”

The book Disavow by Rodney Stich and T. Conan Russell should be required reading for anyone who’s even thinking about working for the so-called “intelligence” agencies — CIA, DIA, NSA, FBI, ONI, etc.

Just as there is no honor among thieves, there is even less among “spooks” — the double-dealing spies of the world.

Disavow deals with global realpolitik and the important business of state — making drug deals, laundering money, buying elections — the professional expertise for which the CIA is absolutely unparalleled anywhere on earth.

Ronald Rewald found out the hard way. If he ever writes his autobiography, he should call it, “I Was a Chump for the CIA.”

In this context, the brazen affront of the CIA’s Wall Street Journal ad is absolutely astounding.

“The CIA is an equal opportunity employer and a drug-free work force,” the ad continues lying. “We represent America and we want to be representative of America.”

By the way, whistleblower and former FBI agent Richard M. Taus is still incarcerated, a political prisoner of the CIA’s treachery and phony war on drugs.

Mohamed Al Fayed to Sue U.S. for Diana Info

ABC News – Its been almost three years since Princess Diana and her companion Dodi Fayed died in a Paris car crash, but Fayed’s father continues his search for answers. Lawyers for Mohamed Al Fayed today announced they will file a lawsuit against U.S. government agencies they say possess information related to the crash.

The announcement comes on the eve of the third anniversary of the accident. Diana, Princess of Wales, Dodi Fayed and driver, Henri Paul, were killed early Aug. 31, 1997, when their speeding car slammed into the wall of a Paris tunnel. The sole survivor of the accident was Trevor Rees-Jones, a Fayed bodyguard.

U.S. lawyer Mark Zaid, representing Al Fayed, and John Macnamara, the director of security for Harrods Ltd., the London luxury department store Fayed owns, made the announcement at the National Press Club in Washington, D.C.

Documents Sought

In a videotaped statement, Al Fayed accused the CIA and other U.S. agencies were withholding the documents as part of a coverup.

“I believe they are withholding some of the documents at the request of the British secret services,” an emotional Al Fayed said. “They cannot afford to let the truth be known because they know exactly where the truth lies.”

In a letter read by Macnamara, Al Fayed said the National Security Agency has at least 39 documents totaling more than 1,000 pages relevant to the crash.

“There clearly is U.S. involvement in events prior to and subsequent to the tragedy,” Zaid said.

Zaid was careful not to allege that Diana’s death was part of a conspiracy between the British and American governments.

Zaid said the lawsuit, to be filed Thursday in U.S. District Court in Washington, was an effort under the Freedom of Information Act, in order to further corroborate Al Fayed’s suspicions of how his son and Princess Diana died.

‘Romeo and Juliet’

Al Fayed believes Diana and his son were killed as part of a British conspiracy arranged by the royal family because they did not like the prospect of Diana —- the ex-wife of Prince Charles, the heir to the throne, and mother to Princes William and Harry, dating and perhaps marrying a Muslim Egyptian.

“I am now appealing to the American people to help me prove two innocent people were murdered by evil people controlled by a political regime,” Al Fayed said in his letter.

Al Fayed has accused Prince Philip, the husband of Queen Elizabeth II, of directing British secret services in organizing the crash that killed the couple, and has since announced that the prince is to be barred from Harrods.

“Evil and racist forces working through the British Security services murdered my son and Princess Diana,” Macnamara read from Al Fayed’s statement.

“The drama of Romeo and Juliet continues to repeat itself almost 500 years after William Shakespeare penned his tragic story.”

Inconsistencies Alleged

In his letter, Al Fayed said his team had found some inconsistencies in the French probe of the crash, which said the driver of the car in which the couple was riding had well over the legal limit of alcohol in his blood.

But Al Fayed says the sample of driver Paul’s blood was 21 percent carbon monoxide —- an impossibility, Al Fayed says, because Paul allegedly died on impact and thus could not have breathed in the noxious fumes.

Al Fayed maintains Paul was also employed by MI 6, the British secret service, for three years.

He also alleges French investigators made their conclusion about Paul 36 hours after crash, long before Paul’s body samples could be properly analyzed.

This means the blood samples were either switched, or there was a mistake compounded by false statements, Zaid said.

Al Fayed’s legal team also said a “prominent Los Angeles attorney” and former American CIA agents had tried to get Al Fayed to pay $20 million for allegedly classified CIA documents revealing a British plot to murder Princess Diana.

The U.S. government failed to fully investigate or prosecute the suspects, the team said.

They said they believe the documents offered were forgeries, but they think the CIA possesses actual documents detailing a similar plan.

The team also revealed a security photo of two men among the hundreds outside the Paris hotel from which Diana, Dodi Fayed and Paul left before their fateful trip.

They said French authorities have not yet been able to identify the men, who they allege were British intelligence agents observing the operation.

U.S. court rejects al Fayed bid
for CIA documents

WASHINGTON (Reuters) — A federal appeals court Friday rejected a request by Mohamed al Fayed to obtain CIA documents relating to the 1997 car crash in Paris that killed Britain’s Princess Diana and al Fayed’s son, Dodi.

A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit unanimously upheld a federal judge’s decision to quash a subpoena seeking the CIA documents.

The appeals court agreed with the judge’s decision that the court lacked jurisdiction to issue the subpoena. The judge initially granted the subpoena, but then quashed it after the U.S. government argued the CIA could not be subpoenaed under the law in question.

Al Fayed sought the CIA records as he appealed a decision by a French judge, who concluded that the accident had occurred because the driver of the car was drunk and who declined last year to pursue criminal charges.

Al Fayed also lost a similar bid to obtain secret documents compiled by the U.S. government’s National Security Agency. A U.S. appeals court based in Richmond, Virginia, rejected that request in April.

Dodi and Diana died when their limousine smashed into a pillar in a central Paris underpass on August 31, 1997.

Fayed said that his son and Diana were murdered by “evil and racist forces” working through Britain’s security service because the Royal family wanted to prevent their marriage.

Fayed, who owns Harrods, a luxury department store in London, has said the documents may prove his theory.

After unsuccessfully seeking to subpoena the secret U.S. government records, lawyers for Al Fayed filed a new lawsuit in August seeking the documents under the Freedom of Information Act. That case is pending.

A Tangled Web: A History of CIA Complicity in Drug International Trafficking

The Office of Strategic Services (OSS) and the Office of Naval Intelligence (ONI), the CIA’s parent and sister organizations, cultivate relations with the leaders of the Italian Mafia, recruiting heavily from the New York and Chicago underworlds, whose members, including Charles `Lucky’ Luciano, Meyer Lansky, Joe Adonis, and Frank Costello, help the agencies keep in touch with Sicilian Mafia leaders exiled by Italian dictator Benito Mussolini. Domestically, the aim is to prevent sabotage on East Coast ports, while in Italy the goal is to gain intelligence on Sicily prior to the allied invasions and to suppress the burgeoning Italian Communist Party.

Imprisoned in New York, Luciano earns a pardon for his wartime service and is deported to Italy, where he proceeds to build his heroin empire, first by diverting supplies from the legal market, before developing connections in Lebanon and Turkey that supply morphine base to labs in Sicily.

The OSS and ONI also work closely with Chinese gangsters who control vast supplies of opium, morphine and heroin, helping to establish the third pillar of the post-world War II heroin trade in the Golden Triangle, the border region of Thailand, Burma, Laos and China’s Yunnan Province.


In its first year of existence, the CIA continues U.S. intelligence community’s anti-communist drive. Agency operatives help the Mafia seize total power in Sicily and it sends money to heroin-smuggling Corsican mobsters in Marseille to assist in their battle with Communist unions for control of the city’s docks.

By 1951, Luciano and the Corsicans have pooled their resources, giving rise to the notorious `French Connection’ which would dominate the world heroin trade until the early 1970s.

The CIA also recruits members of organized crime gangs in Japan to help ensure that the country stays in the non-communist world. Several years later, the Japanese Yakuza emerges as a major source of methamphetamine in Hawaii.

Chinese Communist revolution causes collapse of drug empire allied with U.S. intelligence community, but a new one quickly emerges under the command of Nationalist (KMT) General Li Mi, who flees Yunnan into eastern Burma. Seeking to rekindle anticommunist resistance in China, the CIA provides arms, ammunition and other supplies to the KMT. After being repelled from China with heavy losses, the KMT settles down with local population and organizes and expands the opium trade from Burma and Northern Thailand. By 1972, the KMT controls 80 percent of the Golden Triangle’s opium trade.


The CIA launches Project Bluebird to determine whether certain drugs might improve its interrogation methods. This eventually leads CIA head Allen Dulles, in April 1953, to institute a program for `covert use of biological and chemical materials’ as part of the agency’s continuing efforts to control behavior.

With benign names such as Project Artichoke and Project Chatter, these projects continue through the 1960s, with hundreds of unwitting test subjects given various drugs, including LSD.


In support of the U.S. war in Vietnam, the CIA renews old and cultivates new relations with Laotian, Burmese and Thai drug merchants, as well as corrupt military and political leaders in Southeast Asia. Despite the dramatic rise of heroin production, the agency’s relations with these figures attracts little attention until the early 1970s.


Manuel Antonio Noriega goes on the CIA payroll. First recruited by the U.S. Defense Intelligence Agency in 1959, Noriega becomes an invaluable asset for the CIA when he takes charge of Panama’s intelligence service after the 1968 military coup, providing services for U.S. covert operations and facilitating the use of Panama as the center of U.S. intelligence gathering in Latin America.

In 1976, CIA Director George Bush pays Noriega $110,000 for his services, even though as early as 1971 U.S. officials agents had evidence that he was deeply involved in drug trafficking. Although the Carter administration suspends payments to Noriega, he returns to the U.S. payroll when President Reagan takes office in 1981. The general is rewarded handsomely for his services in support of Contras forces in Nicaragua during the 1980s, collecting $200,000 from the CIA in 1986 alone.

MAY 1970

A Christian Science Monitor correspondent reports that the CIA `is cognizant of, if not party to, the extensive movement of opium out of Laos,’ quoting one charter pilot who claims that `opium shipments get special CIA clearance and monitoring on their flights southward out of the country.’ At the time, some 30,000 U.S. service men in Vietnam are addicted to heroin.


The full story of how Cold War politics and U.S. covert operations fueled a heroin boom in the Golden Triangle breaks when Yale University doctoral student Alfred McCoy publishes his ground-breaking study, The Politics of Heroin in Southeast Asia. The CIA attempts to quash the book.


Thai national Puttapron Khramkhruan is arrested in connection with the seizure of 59 pounds of opium in Chicago. A CIA informant on narcotics trafficking in northern Thailand, he claims that agency had full knowledge of his actions. According to the U.S. Justice Department, the CIA quashed the case because it may `prove embarrassing because of Mr. Khramkhruans’s involvement with CIA activities in Thailand, Burma, and elsewhere.’

JUNE 1975

Mexican police, assisted by U.S. drug agents, arrest Alberto Sicilia Falcon, whose Tijuana-based operation was reportedly generating $3.6 million a week from the sale of cocaine and marijuana in the United States. The Cuban exile claims he was a CIA protege, trained as part of the agency’s anti-Castro efforts, and in exchange for his help in moving weapons to certain groups in Central America, the CIA facilitated his movement of drugs. In 1974, Sicilia’s top aide, Jose Egozi, a CIA-trained intelligence officer and Bay of Pigs veteran, reportedly lined up agency support for a right-wing plot to overthrow the Portuguese government.

Among the top Mexican politicians, law enforcement and intelligence officials from whom Sicilia enjoyed support was Miguel Nazar Haro, head of the Direccion Federal de Seguridad (DFS), who the CIA admits was its `most important source in Mexico and Central America.’ When Nazar was linked to a multi-million-dollar stolen car ring several years later, the CIA intervenes to prevent his indictment in the United States.

APRIL 1978

Soviet-backed coup in Afghanistan sets stage for explosive growth in Southwest Asian heroin trade. New Marxist regime undertakes vigorous anti-narcotics campaign aimed at suppressing poppy production, triggering a revolt by semi-autonomous tribal groups that traditionally raised opium for export. The CIA-supported rebel Mujahedeen begins expanding production to finance their insurgency.

Between 1982 and 1989, during which time the CIA ships billions of dollars in weapons and other aid to guerrilla forces, annual opium production in Afghanistan increases to about 800 tons from 250 tons.

By 1986, the State Department admits that Afghanistan is `probably the world’s largest producer of opium for export’ and `the poppy source for a majority of the Southwest Asian heroin found in the United States.’ U.S. officials, however, fail to take action to curb production. Their silence not only serves to maintain public support for the Mujahedeen, it also smooths relations with Pakistan, whose leaders, deeply implicated in the heroin trade, help channel CIA support to the Afghan rebels. JUNE 1980

Despite advance knowledge, the CIA fails to halt members of the Bolivian militaries, aide by the Argentine counterparts, from staging the so-called `Cocaine Coup,’ according to former DEA agent Michael Levine. In fact, the 25-year DEA veteran maintains the agency actively abetted cocaine trafficking in Bolivia, where government official who sought to combat traffickers faced `torture and death at the hands of CIA-sponsored paramilitary terrorists under the command of fugitive Nazi war criminal (also protected by the CIA) Klaus Barbie.


DEA agent Enrique `Kiki’ Camerena is kidnapped and murdered in Mexico. DEA, FBI and U.S. Customs Service investigators accuse the CIA of stonewalling during their investigation. U.S. authorities claim the CIA is more interested in protecting its assets, including top drug trafficker and kidnapping principal Miguel Angel Felix Gallardo. (In 1982, the DEA learned that Felix Gallardo was moving $20 million a month through a single Bank of America account, but it could not get the CIA to cooperate with its investigation.)

Felix Gallardo’s main partner is Honduran drug lord Juan Ramon Matta Ballesteros, who began amassing his $2-billion fortune as a cocaine supplier to Alberto Sicilia Falcon. (see June 1985) Matta’s air transport firm, SETCO, receives $186,000 from the U.S. State Department to fly `humanitarian supplies’ to the Nicaraguan Contras from 1983 to 1985. Accusations that the CIA protected some of Mexico’s leading drug traffickers in exchange for their financial support of the Contras are leveled by government witnesses at the trials of Camarena’s accused killers.


Deciding that he has outlived his usefulness to the Contra cause, the Reagan Administration approves an indictment of Noriega on drug charges. By this time, U.S. Senate investigators had found that `the United States had received substantial information about criminal involvement of top Panamanian officials for nearly twenty years and done little to respond.’

APRIL 1989

The Senate Subcommittee on Terrorism, Narcotics and International Communications, headed by Sen. John Kerry of Massachusetts, issues its 1,166-page report on drug corruption in Central America and the Caribbean. The subcommittee found that `there was substantial evidence of drug smuggling through the war zone on the part of individuals Contras, Contra suppliers, Contra pilots, mercenaries who worked with the Contras supporters throughout the region.’ U.S. officials, the subcommittee said, `failed to address the drug issue for fear of jeopardizing the war efforts against Nicaragua.’

The investigation also reveals that some `senior policy makers’ believed that the use of drug money was `a perfect solution to the Contras’ funding problems.’


Honduran businessman Eugenio Molina Osorio is arrested in Lubbock Texas for supplying $90,000 worth of cocaine to DEA agents. Molina told judge he is working for CIA to whom he provides political intelligence. Shortly after, a letter from CIA headquarters is sent to the judge, and the case is dismissed. `I guess we’re all aware that they [the CIA] do business in a different way than everybody else,’ the judge notes. Molina later admits his drug involvement was not a CIA operation, explaining that the agency protected him because of his value as a source for political intelligence in Honduras.


Former head of the Venezuelan National Guard and CIA operative Gen. Ramon Gullien Davila is indicted in Miami on charges of smuggling as much as 22 tons of cocaine into the United States.

More than a ton of cocaine was shipped into the country with the CIA’s approval as part of an undercover program aimed at catching drug smugglers, an operation kept secret from other U.S. agencies….

A veteran FBI agent and highly-decorated Vietnam veteran provided still further corroboration to the fact that the CIA has been smuggling drugs for the past 40 years, that the CIA has been engaging in drug trafficking with Mafia segments, and that the CIA has been engaging in drug trafficking with Mafia segments, and that the FBI and other Justice Department divisions have covered up for these interrelated crimes.

Richard M. Taus had been a Special Agent for the FBI from 1978 to 1988, during which time he was assigned to organized crime and foreign counter-intelligence operations….

While he was a helicopter unit commander in Vietnam, Taus discovered and reported to his supervisors widespread drug trafficking by the Central Intelligence Agency. Taus described how the CIA transported drugs that were sold to American GI’s in Vietnam and Laos, causing over a third of the armed forces in Vietnam to become drug addicts.

These GI’s were often too drugged out to either fight or defend themselves. In addition, in that condition, they often killed their own officers, a practice known as “fragging.”

I first made contact with Taus in 1997, and he was hesitant about revealing government corruption that he discovered while an FBI agent. I explained to Taus that there was a U.S. Supreme Court decision rendered about 15 years earlier stating that a federal employee had a greater duty to report criminal activities by his superiors than a duty to cover up for such crimes because of any employee secrecy agreement….

Taus said he did all he could to report these criminal activities, but the coverup was too pervasive. The coverup included senior FBI officials such as Oliver “Buck” Revell, who had earlier stalled and stopped legitimate FBI investigations concerning both the Irangate and Iraqgate scandals, similar to his boss, J. Edgar Hoover, protecting organized crime for many years….

He stated in general terms about discovering evidence of major criminal activities involving the CIA, the White House, and other government operations. Over a period of several years, Taus provided me with sufficient data to write a book sole on his disclosures as a military pilot and then an FBI agent….

While Taus was piloting a helicopter in Vietnam he heard over the aircraft radio a distress call from the pilot of an Air America C-46 aircraft about to make a crash landing. Taus proceeded to the crash site and landed, offering to fly the unharmed pilots to their base of operations. But the crew refused to leave the aircraft, saying they would wait for Air America people to arrive. The reason for refusing to leave the aircraft was suggested by the nature of the cargo: it consisted of heroin, estimated at about 4000 pounds.

(Air America and its predecessor airline, Civil Air Transport, among others, was one of many CIA airlines. While I was flying captain for Japan Airlines out of Tokyo, where many of these CIA-associated pilots went for recreation, I learned from them that the CIA was hauling drugs.)

Upon returning to base, Taus made a written report to his military unit commander describing the heroin on the Air America aircraft. He also sent a letter to his New York congressman, reporting the CIA’s drug smuggling operation. A congressional “investigation” followed, which covered up for the CIA’s drug smuggling – a congressional coverup that has gone on for the past 40 years….

Taus returned to the United States from Vietnam and became part of the New York National Guard, assigned to instructor duties for the U.S. Army Command and General Staff College courses. While on military duty with the National Guard, he was sent to Central and South America several times on special missions, during which he learned more about the global drug trafficking business and the involvement of it of the CIA, State Department, and U.S. military….

After leaving the military, Taus joined the FBI as a Special Agent, and continued his ties to the military as a senior officer in the Army Reserve. During his FBI investigations, Taus discovered covert CIA operations in the United States, including looting the savings and loans, and other criminal activities….

Taus explained how the CIA had infiltrated the FBI and discovered the names of FBI agents and informants, and investigations that could expose covert and criminal CIA operations. The CIA knowingly gave false information to FBI agents, seriously jeopardizing FBI missions and misleading top Justice Department and White House personnel….

Taus was very concerned about the CIA drug smuggling that he observed over a 20-year period of time while an Army officer and then while an FBI Special Agent. This concern was increased by his discovery that the CIA was actively involved in drug trafficking with organized crime figures in the New York area. And if this wasn’t enough, his concern was further heightened by FBI supervisors ordering him to shut down his investigation.

Taus and other FBI agents discovered CIA drug trafficking as a result of their investigations into other organized crime activities, and aided by the Pennsylvania Crime Commission Report on drug trafficking among pizza outlets and cheese dealers. The Pennsylvania report described extensive interstate and international drug-trafficking involving Mafia figures throughout the United States and Canada….

Taus, while heading an FBI investigative team, discovered CIA involvement with the American Mafia in drug trafficking during the time when Assistant U.S. Attorney Louis Freeh was prosecuting the Italian Mafia’s drug trafficking activities in the Pizza Connection drug cases. Freeh’s prosecution of these cases propelled him to prominence in the FBI and he eventually became the director of the bureau.

It was Taus’ belief there was a conflict between the Sicilian Mafia drug activities and those of the American Mafia, and that the CIA’s connections were with the American Mafia. He felt the selective crackdown on the Sicilian Mafia was to eliminate competition to the CIA-backed American Mafia….

Also, the Pizza Connection drug charges focused on low level Mafia figures while protecting high-level drug kingpins and their accomplices in government. Taus explained the obstacles blocking prosecution by well-placed political figures, judges, and others.

He explained how AUSA Freeh blocked the issuance of subpoenas for such companies as Cremosa and Drexel-Castle, which had CIA connections….

I, Richard M. Taus, declare and state: I am a former Special Agent for the Federal Bureau of Investigation assigned to the New York Office and the Brooklyn-Queens Metropolitan Resident Agency from July 1978 to November 1988. I was assigned to both the Foreign Counter-Intelligence Division and the Criminal Division.

During this period of time, my investigations into these matters revealed criminal activities and operations which I reported and documented to my superiors in the FBI, as follows:

The involvement of official, agents and operatives of the Central Intelligence Agency (CIA) with organized crime members and drug-trafficking activities. And the participation by members of the CIA who engaged in the looting of the Savings & Loan (Thrift) Industries, financial scams and fraudulent securities transactions.

The involvement of people from the National Security Agency Staff and Council and the White House in criminal activities associated with funding the acquisition of military supplies and equipment, arms and ammunition which were referred to as the Iran-Contra Arms Initiative, known as Irangate, and the Iraqi Scandal, known as Iraqgate.

The associations between known and suspected members of the Mafia and CIA agents in conducting drug-trafficking activities and financial frauds.

I was ordered by my supervisors in the FBI to halt these investigations, destroy my written reports, terminate my informants and make no reference to these criminal and subversive activities implicating high-ranking government officials, politicians, Mafia and business leaders who controlled and manipulated government agencies and operations.

Without any support from my superiors at the FBI New York Field Office, I then sent a letter describing what I had discovered in my official status as an FBI Special Agent to the FBI Director, William Sessions, and this was ignored. I proceeded to write Congressional officials, among them Senators Arlan Spector, Alfonse D’Amato, John Kerry and Congressmen Norman Lent, Charles Schmur, and many others who were on both the Senate and House Intelligence Oversight Committees. None of the above officials or representatives provided any support or assistance in exposing the CIA-White House corruption and the obstruction of justice tactics by my FBI superiors.

My sole purpose in preparing this affidavit, to be used by the former FBI Special Agent-In-Charge of the Los Angeles Field office, SAC Ted Gunderson, is to bring to justice the criminal and subversive activities that I and other government agents and operatives have discovered during our official and government related duties.

I declare and affirm under penalty of perjury that these statements are true to the best of my knowledge and belief. Executed this 13th day of August 1997, in the County of Clinton, State of New York.

The Hidden Hand

After a period as the United States representative in China while the Chinese and Henry Kissinger were supporting Pol Pot in Cambodia, George H.W. Bush returned home in 1975. He received a telegram from Kissinger saying that he was being nominated by Ford (Kissinger) to be the Director of the CIA.

This is a major Elite organisation, as is British Intelligence, which is probably above the CIA in the Elite pyramid. It was British Intelligence that helped to set up the CIA after the war. The familiar names step forward again.

A key figure behind the formation of the Office of Strategic Services (OSS), later the CIA, was General William J. Donovan. He studied law at Columbia University under Professor Harland F. Stone, who would later become US Attorney General and appoint Donovan as his assistant. Another of Stone’s protégés was J. Edgar Hoover, who would be head of the FBI, and one of Donovan’s classmates was Franklin D. Roosevelt, the future President.

In the First World War and between the wars, Donovan accepted a number of intelligence assignments from the New World Order brigade, including J.P. Morgan, the Rockefellers, and the Rothschilds, and on one occasion he spent an evening with Aldolf Hitler.

In 1941 he was appointed head of the new OSS intelligence agency by his friend from Columbia, Franklin Roosevelt. Donovan was assisted by James Paul Warburg, the son of Paul Warburg. It was James Warburg who said:

We shall have a world government whether or not you like it – by conquest or consent.”

However, it seems Donovan was not actually in charge of the OSS. According to Eustace Mullins in The World Order, Our Secret Rulers, Winston Churchill’s military secretary, Colonel E.I. Jacob, was told by Major Desmond Morton Church, the Prime Minister’s liaison with British Intelligence, in September 1941.

“Another most secret fact of which the Prime Minister is aware is that to all intents and purposes US Security is being run for them at the President’s request by the British. A British officer sits in Washington with Mr. Edgar Hoover and General Bill Donovan for this purpose. It is of course essential that this fact should not be known.”

The leading British coordinator of the OSS and its policy was William Stephenson, the head of the Special Intelligence Section of the Secret Intelligence Service (SIS) and he was given a floor of the Rockefeller Center rent free. From there he ran a network of British agents in the United States which, according to Mullins, were involved in the murders of German sailors in New York, acts designed to entice Hitler to declare war on America.

Stephenson and Louis Bloomfield, the head of Permindex, also ran Operation Underworld with the Lansky Syndicate. Mullins suggests that three other members of the British Chiefs of Staff behind the creation of the OSS were: Lord Louis Mountbatten (Committee of 300, Bilderberg), a cousin of the King and related to the Frankfort banking families, Rothschild and Cassel; Charles Hambro, director of Hambros Bank and the Special Operations Executive; and Colonel Stewart Menzies, head of the Secret Intelligence Service. Lord Victor Rothschild was also at the heart of it. . . .

After the war, Donovan was special assistant to the US prosecutor at the Nuremberg Trials to ensure that British and American involvement with the Nazis was not revealed. President Truman disbanded the OSS in 1945, but it was reformed as the CIA in 1948 under the control of Allen W. Dulles, a major funder of Adolf Hitler.

Appropriately, Dulles, a director of Hitler’s bankers, J. Henry Schroder (Committee of 300), chose them to handle CIA funds. The CIA is an arm of the tax-exempt foundation syndicates controlled by the Rockefellers/Rothschilds, like the Rockefeller Foundation, the Ford Foundation, and the Carnegie organisation, through which much of the CIA policy is decided.

But although the CIA is extremely important to the New World Order, the real power in American intelligence circles is the National Security Agency (NSA), an organisation that keeps its head down while the CIA does its dirty work.

So while Bush was head of the CIA and even when he was president, he would be answerable to higher masters within the Elite….

Bush was not heading an independent CIA, but an element within the so called ‘Inner Fed’ of the secret government which consists of the CIA, NSA, FBI, NASA, and the Federal Reserve.

Much of the funding for this cartel of manipulation comes from its involvement in the hard drugs trade….

There are mounting holes in the story of a woman, Coral Talavera Baca (henceforth referred to by her maiden name Talavera), who has claimed to be the wife of Medellin Cartel co-founder, Carlos Lehder, deepening the mystery about relationships between her, Lehder himself, the insurance giant American International Group (AIG), and the Central Intelligence Agency.

These new discrepancies, including her prior confirmation of the authenticity of documents now suspected of being forged, have raised the possibility that the U.S. Government, in partnership with AIG, has been deliberately planting false information in the press to support the woman’s claims about Lehder’s reported freedom and activities. Talavera has been simultaneously described as either Staff Counsel for AIG’s in house San Francisco law firm or as its office manager.

In Part I of this series we reported that other journalists, who have asked not to be identified, had received the same documents we continue to examine here. Some of those documents purport to be official reports from the U.S. Treasury and U.S. Attorney’s offices.

As FTW moves deeper into its multi-part investigation – inspired by revelations of possible 1987-92 drug money laundering involving AIG, Goldman Sachs and the Arkansas Development Financial Authority (ADFA) – attention now focuses on Talavera’s employer, AIG.

These events increased my interest in the 1987 founding of Coral Reinsurance (Coral Re) by AIG, Goldman Sachs (whose then Vice Chairman Robert Rubin served as Treasury Secretary in the Clinton Administration) and ADFA.

Lehder, arrested in 1987, was allowed to keep almost $3 billion in assets in a move severely criticized by Merkle. Where did that money go? Was it hidden it in a major insurance company with cash flows large enough to conceal it? This question, more than any other, except establishing Lehder’s current status, prompted me to begin this investigation. . . .

FTW has also conducted an extensive investigation into AIG and its predecessors, including the C. V. Starr Insurance Companies, revealing deep connections to US intelligence dating back to the Office of Strategic Services (OSS) in World War II.

These connections include documented CIA operatives connected to drug smuggling from Southeast Asia and a current board member, Frank Wisner, Jr., whose father was a key figure in the creation of the CIA.

History, as well as AIG’s current operations, suggest that these relationships continue unabated today.

These connections may go a long way toward explaining the behavior of Talavera, a woman whose education, work experience and history apparently do not qualify her to manage a legal office which, according to AIG spokesman Michael Murphy, specializes in the international operations of a company operating in 130 countries and with year 2000 revenues of $46 billion.

While the mystery deepens about the woman claiming to be his wife, the key question as to whether or not Lehder is free remains unanswered.

In Part I of this series I reported that through a number of vehicles including correspondence, e-mails, a telephone listing in the name of Carlos Lehder, tape recorded conversations and in-person statements Coral Talavera had represented to a number of people, including a retired DEA agent, me and others that she was the wife of Medellin Cartel co-founder Carlos Lehder.

In an on-the-record interview and a legally tape recorded conversation she has also vouched for the authenticity of documents that have either been shown to be forged or are now seriously suspected of being forged.

She additionally made it clear that Lehder was out of prison, working for the United States government and directly connected to the CIA and the U.S. Treasury….

All of this begs the question as to why AIG would protect and employ a woman engaged in these and other behaviors and with a history that could only damage the company’s reputation.

The one fact of Coral Talavera’s life that has not been called into question by any of the sources I have contacted is that Coral knew and had a relationship with Carlos Lehder in the 1980s. The suspicions of many that Lehder is free have not yet been allayed. . . .

So these disturbing developments also drive home the importance of a question that the US government still has not answered.

Where is Carlos Lehder and what motive could the government — or AIG — have for wanting some people to believe, or know, that he is free?

If I am so patently wrong in what I have reported in this investigation, including the publication of the tape-recorded conversation wherein Talavera openly talks about Lehder’s freedom and says that she is his wife, why doesn’t the government just deny it, produce Lehder, discredit Talavera and state that the rest is pure bunk?

Is there a legend — a cover story — that the CIA and AIG are trying to protect for the benefit of unknown third parties in other parts of the world?

I’ve wondered for years: What does Hutchinson know
about Arkansas’s biggest drug smuggler?

And when did he know it?

Asa Hutchinson and I share a passion for the subject of drugs. As a crusading member of Congress, he talks a lot about them. As a reporter focused on crime, my writing centers on them. Hutchinson wants to intensify this country”s war on drugs. I think three decades of failure have proven the war a disaster.

Now President George W. Bush has nominated Hutchinson to head the DEA, the biggest drug-fighting squad in the world. But before Hutchinson assumes that post, there are some questions about high-level cocaine trafficking in Arkansas while he was a U.S. attorney here that he should be required to answer. The questions have hung about for years, but so far he has managed to dodge them.

They relate to the period from 1982 to 1985, when Hutchinson served as the federal prosecuting attorney for western Arkansas. He speaks often of that time.

“During the 1980s, our nation declared a war against drugs,” he proclaimed in a 1997 speech to the House. “I was in that battle as a federal prosecutor. It was during that time that our families, our communities, and our law-enforcement officials mobilized in a united effort to fight this war.”

In another speech he observed, “I have seen the drug war from all sides – as a member of Congress, as a federal prosecutor, and as a parent – and I know the importance of fighting this battle on all fronts.”

But some strange things happened in Hutchinson’s district while he was federal prosecutor that he doesn’t mention in his speeches. Specifically, a man identified by federal agents as “a documented, major narcotics trafficker” was using facilities at an airport in Hutchinson”s district for “storage, maintenance, and modification” of his drug-running aircraft, throughout most of Hutchinson’s tenure.

The man was Adler Berriman “Barry” Seal. For the last four years of his life – and throughout Hutchinson’s term as U.S. attorney – his base of operations was Mena, Arkansas.

In 1982, the year that Hutchinson took office as U.S. attorney and Seal moved to Mena, federal officials were already aware that he controlled “an international smuggling organization” that was “extremely well organized and extensive.” Agents for the DEA, FBI, U.S. Customs, and IRS were watching him. They brought Hutchinson evidence that Seal was “involved in narcotics trafficking and the laundering of funds derived from such trafficking.”

I knew none of this in the early 1980s. At the time, this was highly secret information, known only to a handful of state and federal investigators and a few politicians, including U.S. Attorney Asa Hutchinson.

My interest in the relationship between Seal and Hutchinson was piqued as I became aware of how heavily drug prosecutions fell on street – and mid-level dealers, while smugglers like Seal, who imported drugs by the ton, rarely ended up in prison. So when rumors surfaced about Seal and his organization, and how they had managed for years to avoid prison, even though the extent of their activities was well known to drug authorities, I wanted to know more.

But getting the story has not been easy. In the early 1990s, I asked Hutchinson about Barry Seal and his associates at Mena. Hutchinson provided no information, and politely dismissed the complaints that had arisen by then about his failure to prosecute Seal. He said he had already resigned as U.S. attorney by the time the matter arose.

Even then I knew better than that. Ignoring sidelong glances from some of my peers, who already equated drug smuggling at Mena with reports of life on Mars, I began collecting official accounts of what had happened there. My main thrust was an attempt to acquire, through the federal Freedom of Information laws, all the documents relating to Seal that were generated by the FBI.

I wish now that I had gone after the DEA’s records on Seal, but I was working in the dark. I knew that the FBI had been involved in Seal’s case, so I began with what I knew.

The battle to obtain even those documents has now taken longer than the length of time that Seal was based at Mena. At first the FBI denied that it had any records on Seal. When I produced photocopies of FBI memos relating to the Seal investigation, the agency acknowledged that a file existed. But, I was told, it probably would take years to review it, and besides, thousands of applicants for other files were already ahead of me.

That’s when I wrote to two members of Congress, asking for their help. Even though Hutchinson is not from my district, I contacted him in hopes that, having been close to the events, he would want to help clear the record. Again, he responded politely.

He told me that it was always good to hear from me, that he had contacted the FBI in my behalf, and that he would be back in touch with me when the agency responded. He included a copy of a federal guide to using the Freedom of Information and Privacy Act, in the hope that it would help in my “research efforts.” He thanked me for my patience.

That was the last I heard from Asa Hutchinson until a couple of years later, when I mentioned the incident in a column. At that point, an aide to Hutchinson hastened to apologize for the lack of follow up. But still, there was no help on the Mena front coming from the Hutchinson camp.

Fortunately, Rep. Vic Snyder was more responsive. In fact, Snyder and his staff made repeated attempts to persuade the FBI to release the records I had requested. Finally, after a personal visit from Snyder, the agency agreed to start releasing some of its files on Mena. As a result, during the past two years, I have received several hundred pages of reports relating to Barry Seal. I have posted many of these pages on my website,, and a new batch will be posted soon. The pages reflect the intensity of activity surrounding Seal, even if, in true wartime fashion, most of the details have been blacked out.

Many of the documents have been so heavily censored that they have been rendered worthless. And hundreds more were withheld altogether. Some of the redactions were made, according to agency notations, to protect the privacy of named individuals. Many others, however, are said to have been made to protect “national security.”

In an effort that my children predict I’ll still be waging from beyond the grave, I am appealing the national security exclusions. What, I ask, is the connection between Seal and national security?

I have seen the rug of “national security” grow larger by the year, and it concerns me that so many aspects of this war on drugs are piously being swept under it.

Too often “national security” means “don’t tell the American people.”

I believe that if this country is going to fight a long and costly war, the war’s leaders have an obligation to report faithfully on its battles. The incidents that surrounded Seal constituted a major battle. But the faithful report has been missing. For more than 15 years, U.S. government officials, including Hutchinson, who were close to the events have maintained a stony silence.

Yet, despite the former prosecutor’s unhelpfulness, chunks of the story have emerged. And scoffs about Mena aside, it is a remarkable one. The stakes with Seal were about as high as they can get in a war. The story is replete with intrigue and layers of betrayal. The losses it reflects were enormous.

Here’s a gram of what happened:

Early in 1984, after years of painstaking investigation, law enforcement agencies, including the DEA, were ready to prosecute Seal. But Seal called upon political connections, and they let him become an informant rather than go to prison. The price of Seal”s last-minute deal with the U.S. government was that he was to betray his Colombian allies, toppling the leadership of the Medellin cartel.

But the government lost on the deal. The plan to use Seal to rout the cartel ended in murder and failure. Not only was Seal exposed, and then assassinated, but members of his “extensive” organized crime operation evaded prosecution.

The fiasco left many law enforcement officers who’d worked on the Seal case feeling that they’d been betrayed. I”ve interviewed some of them, and their disillusionment is heartbreaking.

In 1992, I spoke with Jack Crittendon, a sergeant with the Louisiana State Police. He told me that 10 years earlier, in early 1982, he and his partner were building a case against Seal when they were notified that DEA officials in Miami were on the verge of indicting Seal. Armed with that information, Crittendon and his partner confronted Seal at a steak house in Baton Rouge.

“We told him we’d like for him to turn around and cooperate with us and with the DEA and with the U.S. attorney in Baton Rouge,” Crittendon recalled. “We were looking across the table at him. Now, the man had a mind for business. With his mind, he could have been the head of a Fortune 500 company. It just so happened that his business was smuggling. We told him we wanted the cartel. He said he’d have to give it some thought.”

Ultimately, Seal rejected the Louisiana proposal. Crittendon recalled, “We said, ‘That’s fine with us, but wherever you go, they’re going to be after you.’ And, in fact, it was shortly after that, he turned up in Mena, Arkansas.”

Seal was being watched so closely that state and federal officials in Arkansas, including Asa Hutchinson, knew of his move to Arkansas, almost from the moment his first aircraft arrived. They also knew that Seal had formed a business relationship with Rich Mountain Aviation, an aircraft modification company headquartered at the Mena airport.

Soon after Seal’s move to Mena, U.S. Attorney Hutchinson called a meeting at his Fort Smith office to coordinate local surveillance. Among those attending were an Arkansas DEA agent, a U.S. Customs official, and U.S. Treasury agent William C. Duncan.

Duncan’s job was to investigate money laundering by the Seal organization. By the end of 1982, he had gathered what he believed to be substantial evidence of the crime.

Duncan and an Arkansas State Police investigator, who was also monitoring Seal’s enterprise, took their evidence to Hutchinson. They asked that the U.S. attorney subpoena 20 witnesses they’d identified to testify before a federal grand jury. To Duncan’s surprise, however, Hutchinson seemed reluctant. Ultimately, Hutchinson called only three of the 20 witnesses the investigators had requested.

The three appeared before the grand jury, but afterwards, two of them also expressed surprise at how their questioning was handled. One, a secretary at Rich Mountain Aviation, had given Duncan sworn statements about money laundering at the company, transcripts of which Duncan had provided to Hutchinson. But when the woman left the jury room, she complained that Hutchinson had asked her nothing about the crime or the sworn statements she’d given to Duncan. As Duncan later testified, “She basically said that she was allowed to give her name, address, position, and not much else.”

The other angry witness was a banker who had, in Duncan’s words, “provided a significant amount of evidence relating to the money-laundering operation.” According to Duncan, he, too, emerged from the jury room complaining “that he was not allowed to provide the evidence that he wanted to provide to the grand jury.”

Hutchinson left the U.S. attorney’s office in October 1985, to make what turned out to be an unsuccessful bid for the U.S. Senate. His successor, J. Michael Fitzhugh, appeared no more zealous than Hutchinson to pursue information regarding Seal. As a result, neither Seal nor his associates in Arkansas were indicted.

(As late as 1989, according to records I’ve received, FBI agents in Little Rock were still expecting that some of Seal’s associates would be indicted. Only after Sen. Dale Bumpers inquired into the status of the case, and calls were made to Fitzhugh’s office, did the agents learn that the grand jury had disbanded the previous summer without issuing the expected indictments.)

In 1991, Treasury agent Duncan was questioned under oath about the Seal investigation. Asked what conclusions he and his superiors at the IRS had drawn, Duncan answered matter-of-factly, “There was a cover-up.”

“I had found Asa Hutchinson to be a very aggressive U.S. attorney in connection with my cases,” Duncan said. “Then, all of a sudden, with respect to Mena, it was just like the information was going in, but nothing was happening, over a long period of time. But, just like with the 20 witnesses and the complaints, I didn’t know what to make of that. Alarms were going off…

“We were astonished that we couldn’t get subpoenas. We were astonished that Barry Seal was never brought to the grand jury, because he was on the subpoena list for a long time. And there were just a lot of investigative developments that made no sense to us.”

Asked to elaborate, Duncan explained, “One of the most revealing things was that we had discussed specifically with Asa Hutchinson the rumors about National Security [Administration] involvement in the Mena operation. And Mr. Hutchinson told me personally that he had checked with a variety of law enforcement agencies and people in Miami, and that Barry Seal would be prosecuted for any crimes in Arkansas. So we were comfortable that there was not going to be National Security interference.”

Duncan also said he found it “very strange” that he saw so few signs of the DEA at Mena while Seal was headquartered there. “We were dealing with allegations of narcotics smuggling [and] massive amounts of money laundering,” Duncan said in his deposition. “And it was my perception that the Drug Enforcement Administration would have been very actively involved at that stage, along with the Arkansas State Police. But DEA was conspicuously absent during most of that time.”

Duncan did not know while he was investigating Seal that, about a year and a half after Seal’s move to Arkansas – and about midway through Hutchinson”s term as U.S. attorney – the smuggler had changed his mind about becoming a federal informant. In March 1984, with charges filed against him in Florida and others pending in Louisiana, Seal was desperate to make a deal. But the U.S. attorney in Fort Lauderdale was more inclined to prosecute than to let Seal roll and become an informant. The talks had reached an impasse.

Not everyone charged with drug crimes can bargain effectively with the U.S. government. But Seal had some advantages. For one, he had financial resources. According to his own account, by 1984 he had already earned between $60 and $100 million smuggling cocaine into the U.S. He could hire his own lawyers.

Perhaps more important, it appears, he had cultivated some important connections. Stymied in his negotiations in Florida, Seal flew his personal Lear jet to Washington, D.C., where he met with members of a White House task force on crime headed by the elder George Bush. At the time, the current president’s father was vice president under President Ronald Reagan.

There is no indication that then Vice President George Bush was present at the meeting with Seal. But the meeting was important, nonetheless. Where Seal had failed in Florida, he now succeeded in Washington, as members of the task force backed his offer to become a federal informant.

Days later, in the presence of Justice Department officials, Seal signed an agreement to cooperate with the DEA. The problem for Duncan and other investigators working in Louisiana and Arkansas was that the deal was kept a secret. Contrary to law enforcement protocols, they were not informed of the change in Seal’s status.

Seal lived for 23 months after he cut that deal. They are months shrouded in mystery. Questions that have festered for years remain to this day unanswered.

Why were Duncan and other investigators assigned to follow Seal not notified that he was now a confidential government informant? And what was the DEA”s role with regard to Seal? How close was the supervision of this high-level criminal turned critically-important informant? After Seal became an informant, did he continue to smuggle drugs – and keep the money he made from them – as he later testified in court that he did?

By Seal’s own account, his gross income in the year and a half after he became an informant – while he was based at Mena and while Asa Hutchinson was the federal prosecutor in Fort Smith, 82 miles away – was three-quarters of a million dollars. Seal reported that $575,000 of that income had been derived from a single cocaine shipment, which the DEA had allowed him to keep. Pressed further, he testified that, since going to work for the DEA, he had imported 1,500 pounds of cocaine into the U.S.

Of course, Duncan and other investigators knew nothing of all this. They had no idea in 1984, as they monitored Seal’s occasional appearances at Mena, that the smuggler was also flying between meetings with high-level U.S. officials and the cocaine lords of Central America.

Between March 1984 and February 1986, records indicate that Seal flew repeatedly to Colombia, Guatemala, and Panama, where he met with Jorge Ochoa, Fabio Ochoa, Pablo Escobar, and Carlos Lehder – leaders of the cartel that at the time controlled an estimated 80 percent of the cocaine entering the United States.

Compounding the mystery around Seal are questions that arose during this period about his relationship with the CIA. Were the connections extensive, permeating his career? Or were they limited to one event, as the CIA maintains? I know that some of the records in Seal’s FBI file – ones I’ve been denied on grounds of national security – originated with the CIA. So the questions remain.

What we do know is that, in June 1984, CIA technicians installed hidden cameras in Seal’s C-123K at Florida’s Homestead Air Force Base. The next day, Seal flew to Nicaragua, where the CIA-installed cameras captured images of cocaine being loaded onboard the plane. Two months later, at the height of the Reagan administration’s effort to get congressional funding for the Nicaraguan Contras, those photos were leaked to the media. Administration sources identified the blurry figures as leaders of the Sandinista government, who were opposed by the Contra rebels.

The leak exploded Seal’s cover, revealing to his associates in the Medellin cartel that he was now cooperating with the U.S. government. It ruined Seal as an informant just three months after he’d made the deal. And it set him up for retaliation.

How much of this Hutchinson knew at the time, he has never said. What is known is that at the end of 1984, Seal was indicted in Louisiana, and in January 1985, he pled guilty to drug charges there. His usefulness now limited to courtrooms, for most of 1985, Seal made appearances at federal drug trials, where he testified as a government witness against others in his trade. He helped in several prosecutions, though none in Arkansas.

Seal’s most important court appearance was to come in 1986, when he was scheduled to testify at the trial of Jorge Ochoa Vasques. But in February of that year, shortly before the trial was to begin, Seal was ambushed in Baton Rouge and killed in a hail of bullets. Upon hearing of Seal’s murder, one stunned DEA agent lamented, “There was a contract out on him, and everyone knew it. He was to have been a crucial witness in the biggest case in DEA history.”

Why was Seal not protected? There are no good explanations. Seal’s status as an informant was destroyed by the decision to leak his photos. And he was gunned down, ending his ability to testify, when he showed up for an appointment that a federal judge had ordered him to keep.

After Seal’s murder, the attorney general of Louisiana wrote to U.S. Attorney Edwin Meese, requesting answers to some of the bigger questions about the government’s relationship with Barry Seal. William J. Guste Jr. asked Meese why “such an important witness” had not been given protection. Guste also wanted to know how Seal had been “supervised, regulated and controlled” after agreeing to work with the DEA.

The Louisiana attorney general asked, “Was Seal allowed to work in an undercover capacity in Arkansas and Louisiana without notification to Louisiana and Arkansas officials?” And, “How were the contraband drugs he brought into the United States while cooperating with the DEA regulated and controlled?

“Was Seal’s drug smuggling organization allowed to remain intact during and after the time of his cooperation with the government? If so, why?

“Was he permitted to keep hundreds of thousands of dollars which he made while working for the DEA by actually smuggling drugs into he United States? How was such money accounted for?”

Guste wrote, “All of these questions and others that will undoubtedly develop cry for investigation. And law enforcement agencies and the public have a right to know the answers.”

In 1994, Guste told me that Meese never responded to the letter. If Asa Hutchinson, who worked under Meese, made any similar inquiries, they have never come to light.

Fifteen years have now passed since Barry Seal’s murder, and the still unanswered questions remain as haunting as ever. Bill Clinton, who was governor of Arkansas during Seal’s tenure here, dismissed the questions during his campaign for the presidency as entirely a federal matter. Once he gained the White House, a spokesman ridiculed questions about Seal and Mena, calling them “the darkest backwater of conspiracy theories.”

But these questions do not deserve such a brush-off. They deserve answers. Yet, even at this late date, instead of providing them, President Bush plans to install Hutchinson, the tight-lipped and loyal drug warrior, as head of the DEA.

While Hutchinson (and others) have remained mum about the deals and questions, politics and bungles that surrounded Barry Seal, the peculiarities that marked Seal’s case have not escaped mention entirely. In 1988, the Senate Committee on Foreign Relations issued a report prepared by its Subcommittee on Terrorism, Narcotics and International Operations that exposed the seriousness of the Seal disaster. That report read in part:

“Law enforcement officials were furious that their undercover operation was revealed and agents’ lives jeopardized because one individual in the U.S. government – Lt. Col. Oliver North – decided to play politics with the issue.”

The report continued: “Associates of Seal, who operated aircraft service businesses at the Mena, Arkansas airport, were also targets of grand jury probes into narcotics trafficking. Despite the availability of evidence sufficient for an indictment on money laundering charges and over the strong protests of state and federal law enforcement officials, the cases were dropped. The apparent reason was that the prosecution might have revealed national security information, even though all of the crimes which were the focus of the investigation occurred before Seal became a federal informant.”

When I wrote to Hutchinson in 1995, he might have referred me that report. But he didn’t. Now that Hutchinson is in line to head the DEA, I think he should be required to address the long waiting questions about Seal. And a few more questions to boot.

Among them: What are the limits on secrecy when it comes to fighting this war? What should be the DEA’s relationship with the CIA? How heavily should narcotics investigators be allowed to rely on drug-criminals-turned-snitches – people like Barry Seal – for activities that are kept from public review and for testimony resulting from deals?

What explanation is owed to law enforcement officers, many of whom risk their lives, only to see their efforts wasted – not purposefully undermined – as they were in the case of Seal?

What about all the inmates who are serving time in prisons for drug law violations that were insignificant compared to Seal’s? What does Hutchinson say to them? And to the American people?

Like most drug warriors, Hutchinson speaks often about “messages.” He resists changing even marijuana laws, saying that to do so would send the “wrong message.” He opposes calling the war on drugs anything but a war, arguing that to change the terminology sends “the wrong message.”

I share his respect for messages. So I’d like to hear how he interprets this one:

In 1994, when I asked the head of the DEA’s office in Little Rock what had actually transpired with Seal, the agent answered obliquely that “no conclusion was determined.”

When I asked what in the world that meant, he explained, “Sometimes that is the conclusion: that there can be no conclusion.”

I’d like to know: Would that answer satisfy Hutchinson? It does not satisfy me….

Spores identical to Army’s stock

WASHINGTON – Genetic fingerprinting studies indicate that the anthrax spores mailed to Capitol Hill are identical to stocks of the deadly bacteria maintained by the U.S. Army since 1980, according to scientists familiar with the most recent tests.

Although many laboratories have the Ames strain of anthrax involved in this fall’s bioterrorist attacks, only five laboratories so far have been found to have spores with perfect genetic matches to those in the Senate letters, the scientists said. And all those labs can trace back their samples to a single U.S. military source: the U.S. Army Medical Research Institute of Infectious Disease (USAMRIID) at Fort Detrick, Md.

“That means the original source (of the terrorist material) had to have been USAMRIID,” said one of the scientists.

Those matching samples are at Fort Detrick; the Dugway Proving Ground military research facility in Utah; a British military lab called Porton Down; and microbial depositories at Louisiana State University (LSU) and Northern Arizona University.

Northern Arizona University received its samples from LSU, which received its sample from Porton Down. Dugway and Porton Down got their samples directly from USAMRIID.

The FBI’s investigation into the anthrax attacks is increasingly focusing on whether U.S. government bioweapons research programs, including one conducted by the CIA, may have been the source of deadly anthrax powder sent through the mail, according to sources with knowledge of the probe.

The results of the genetic tests strengthen that possibility. The FBI is focusing on a contractor that worked with the CIA, one source said.

Of the domestic labs, Dugway has attracted the most attention from the FBI. Dugway is also the only facility known in recent years to have processed anthrax spores into the powdered form that is most easily inhaled.

Scientists have known for some time that bacteria used in the terrorist attacks belong to the Ames strain, a variant of the anthrax bacteriumBacillus anthracis. But the Ames strain comes in various subtypes that can be distinguished from one another by detailed tests on the microbe’s genes.

The scientists are still planning to do genetic testing on anthrax bacteria from the Defense Research Establishment Suffield, a Canadian military research facility, the University of New Mexico in Albuquerque, and the Battelle Memorial Institute in Columbus, Ohio. Those are the only other facilities known to have received samples from USAMRIID.

The CIA’s bio-warfare program, which was designed to find ways to defend against bioterrorists, involved the use of small amounts of Ames strain, an agency spokesman said yesterday. The CIA said none of its anthrax was milled into the powder form and none is missing.

Investigators are considering a wide range of possible motives for the anthrax attacks, including vengeance of some sort, profiteering by someone involved in the anthrax cleanup business, or perhaps to cast blame on Iraq.

CIA scientists worked with other government agencies and outside contractors in the defensive biowarfare program, the agency spokesman said. The agency said most of its defensive work involves simulants, not active biological agents.

The agency spokesman said that congressional oversight committees, along with the National Security Council staff, have been kept abreast of the CIA work. . . .

In the Nevada connection, Governor Miller was dogged with allegations for years about Iran-Contra profiteering.

Eventually, it got to the point that Miller decided not to run again for Governor of Nevada.

An interesting connection into all this is that Nevada is a place similar to Florida – but on a smaller scale. It’s a place where government-sponsored cocaine trafficking and government-sponsored fraud meet because of Nevada corporation laws.

It’s where a lot of shell corporations were formed. In order to do this, George Bush had to have control of the Nevada Secretary of State’s office. . . .

Before becoming governor of the state, Miller was the Secretary of State of Nevada. He was dogged with allegations about missing corporate documents when Congress tried to subpoena them.

When Miller moved into the Governorship, look who becomes the new Secretary of State of Nevada.

The infamous, sinister, dreaded Frankie Sue DelPapa, a longtime minion of George Bush. One of George’s personal secretaries in the past, DelPapa, who was considering running for Governor, was then forced to withdraw from the race under renewed allegations of Iran-Contra involvement vis-a-vis certain fraudulent entities in Nevada – the substitution of corporations.

She personally substituted corporate records and actually substituted officers, principals and directors in the Hellenic Seafood case and the Cosmos Investment Group case.

The fraud was egregious. The problem is that it was regarded as a regional issue. Some of the alternative papers like the Contact newspaper did an extensive expose’ of this and documented how Miller linked to DelPapa, and DelPapa’s linked to the Republican National Committee and to George Bush.

Also there were the underlying links of the corporations in question to George, Jr., Jeb, and Neil. They did a wonderful expose’ of it.

But nobody in the mainstream media would pick it up, since it was considered as a minor regional issue within the greater Iran-Contra picture….

The Hidden Hand

The Tower Commission was appointed to investigate the Iran-Contra affair, chaired by Texas Senator, John Tower. This is the same John Tower who, according to CIA man Gunthar Russbacher, was on the plane with Bush when he flew to Paris for the October Surprise meeting with the Iranians! The John Tower who knew the real story of Lee Harvey Oswald.

Also on the Tower Commission was Brent Scowcroft, a Kissinger ‘yes man’ and an executive of Kissinger Associates; and Ed Muskie, another do-as-you’re told politician who could be twisted to suppress the truth. Muskie was himself implicated in both the October Surprise and Iran-Contra.

As you can see, the Commission was thoroughly independent. It cleared George Bush of all blame and involvement. When Bush became president, he made John Tower his secretary of defense. Tower was asked if this appointment was a pay-off from Bush. His response?

“As the Commission was made up of three people, Brent Scowcroft and Ed Muskie, in addition to myself, that would be sort of impugning the integrity of Brent Scowcroft and Ed Muskie … We found nothing to implicate the Vice President … I wonder what kind of pay-off they’re going to get?”

I can tell him. Bush appointed Brent Scowcroft as his National Security Advisor.

The Senate refused to accept Tower’s appointment and he began to speak of the injustice he believed had been done to him. He died in a plane crash on April 5th, 1991.

When the Senate turned down Tower, a decision Bush probably engineered, he selected Dick Cheney as defense secretary. Cheney was the senior Republican member of another committee which cleared Bush of involvement in Iran-Contra, the House Select Committee to Investigate Covert Arms Transactions with Iran….

A group of other people, including former defense secretary, Caspar Weinberger, were given a pardon by Bush for their involvement in Iran-Contra.

This came on Christmas Eve 1992, a matter of weeks before they were due to face a trial which would have implicated Bush. In January, 1993, he then passed over the presidency to Bill Clinton who continued the cover-up because … he was involved too!….

The Washington Post and the rest of the mainstream media which had turned a comparatively minor break-in at the Watergate building into a scandal that dethroned Richard Nixon, kept their heads down as the United States government sold arms to terrorists in exchange for drugs for American children. It is actually possible to coordinate a drug running and arms running operation from the White House and get away with it.

Unbelievable, maybe, but true all the same….

Charles Keating and the S&L Crisis

Charles Keating, the godfather of the S&L scandal, now sits behind bars, perhaps for the rest of his life. He has been assessed fines exceeding 3.6 billion dollars in just one civil action. Federal prosecution has not yet begun. Yet after several books and tens of thousands of column inches of newsprint, the major features of the Keating story remain, until now, untold.

For example, General John Singlaub and the CIA’s Latin American military campaigns, Carl Lindner’s purchase of UNITED BRANDS and the U.S. Honduran aid program, extensive BCCI transactions, PRUDENTIAL INSURANCE, and Keating’s attempt to get a strangle hold on the water supply of Arizona are key essential features of Keating’s story that have not had national exposure.

An army of federal regulators, prosecutors, attorneys and judges have combed the affairs of Charles Keating. So why haven’t the major features of his operations come to light? Having a brother who was vice president of ASSOCIATED PRESS helped keep items off the wire service.

The ownership of Phoenix’s two city newspapers helped even more. The ARIZONA REPUBLIC and the PHOENIX GAZETTE are owned by the Dan Quayle family. The Vice President’s involvement in the affairs of CIA Latin American programs provided plenty of incentive for Phoenix newspapers to keep the Keating affair as quiet as possible. And Carl Lindner, a much bigger fish than Charles Keating in these affairs, holds the largest stock interest in KTSP TV, the CBS television affiliate in Phoenix.

Keating is a man who has done favors for many powerful individuals including Presidents Ford, Reagan and Bush.

Steven Pizzo, author of INSIDE JOB, one of the best books on S&L looting, supplied Barbara Honegger, author of OCTOBER SURPRISE, a Defense Intelligence Agency telex indicating that the alleged OCTOBER SURPRISE airplane for William Casey’s and Heinrich Rupp’s Paris trip was arranged by Kenneth Qualls, formerly the chief pilot of Charlie Keating’s AMERICAN CONTINENTAL CORPORATION.

This and other high level CIA favors may suggest even more sinister reasons why the major features of the Keating story never made it to print….

Savings and Loans were originally chartered to provide home mortgage loans. When Ronald Reagan deregulated the industry, high rollers were free to attempt more ambitious projects with the federally insured deposits. No one was more ambitious than Charlie Keating and no one lost more of the tax payer’s money.

To date taxpayers have been assessed $500 billion for the S&L looting – $2 1/2 billion for Charlie’s sins alone. After providing less than a dozen home loans, Keating set out to build THE PHOENICIAN, a $300 million luxury resort hotel financed 55% by his newly acquired S&L, LINCOLN SAVINGS, and 45% by the King and Queen of Kuwait.

November of 1989, six months after Keating’s parent company AMERICAN CONTINENTAL finally hit the skids, the Feds took over the PHOENICIAN RESORT in a surprise 1:00 AM raid. At 4:00 AM Keating was summoning bellmen to a side entrance where 24 cartons of files were loaded into Keating’s recreational vehicle. When asked about this by a member of the local press the Feds responded that they knew of this and Keating was allowed to take these files because “they were his personal correspondence — like letters to his family.” The federal investigation of Keating was totally compromised from beginning to end.

If the Feds had done even the most elemental examination of the business affairs of Charles Keating, this is what they would certainly have found:

On November 26, 1980, just two weeks after the election of Ronald Reagan and George Bush, Keating purchased the property located at 2735 East Camelback Road for his AMERICAN CONTINENTAL CORPORATION Headquarters. For this he paid $3,083,000 to the <NAME OMITTED> DEVELOPMENT CORPORATION.

During the period from 1980 to 1984, Maricopa county court records show that sixty civil suits were filed against Peloquin. And <NAME OMITTED> has a famous father, Robert Peloquin, who has an even more questionable past.

After serving on Robert Kennedy’s Strike Force On Organized Crime, Robert Peloquin and half the other attorneys there, distinguished themselves by going directly to work for the major organized crime figures they were investigating.

Peloquin Sr. set up the private spy company, INTERTEL, reportedly for the king pin of American organized crime, Meyer Lansky. After Lansky had failed to introduce legalized gambling into Atlantic City, INTERTEL was formed to “police the gambling industry” to make gambling acceptable to the state of New Jersey.

It is a matter of record that Robert Peloquin ran the PARADISE ISLAND CASINO in the Bahamas for Lansky. This is interesting since Keating had his mansion base also in the Bahamas.

It was INTERTEL that was responsible for the security of Howard Hughes the last two questionable years of his life. Nixon’s Domestic Affairs Advisor, Charles Colson once stated that it was difficult to tell “where the HUGHES CORPORATION ended and the CIA began”.

The parent company of INTERTEL is RESORTS INTERNATIONAL whose original name was MARY CARTER PAINT COMPANY.

MARY CARTER PAINT was reported in a significant May 20, 1976 article by Howard Kohn in ROLLING STONE to have been founded by Allen Dulles, the Director of CIA under Presidents Eisenhower and Kennedy.

In the book, THE COMPANY THAT BOUGHT THE BOARDWALK, INTERTEL was described as a merger of former FBI, CIA, Customs, Bureau of Tobacco and Firearms, IRS and other federal agents with organized crime. This book describes in some detail how Robert Peloquin headed the first Justice Department STRIKE FORCE ON ORGANIZED CRIME, then retired to go directly to work for those Justice was investigating.

< NAME OMITTED > purchased what would soon become the AMERICAN CONTINENTAL Headquarters property April 2, 1979, from James E. Patrick II and Herman Chanen for $550,000. The sale to Keating represented a bump of $2.5 million in only 8 months!

What is more, Patrick II and Chanen are not stupid when it comes to real estate. Patrick II is the son of James Patrick, who at this time was President of VALLEY NATIONAL BANK, Arizona’s largest bank. Herman Chanen owns the largest construction company in Phoenix and at sale time was Chairman of the State Board of Regents which oversees all state universities.

These men represented the very pinnacle of the Phoenix business establishment. Soon after the Keating deal, James Patrick Sr. retired to become president of ROYAL PETROLEUM in Kuwait, a country closely connected to Charlie’s business affairs.

September 19, 1985, Keating received a $5 million loan on this property from PRUDENTIAL INSURANCE COMPANY, a bump of another $2 million. This was a one payment note that was due in total October 1, 1990. The note was secured with nothing more that the property which had been purchased for $3,083,000. When Keating filed Chapter 11 in April of 1989 this $5 million was added to the rest of the money that just evaporated.

Why were these big business interests coming forward to set Charlie up in business?

PRUDENTIAL is a big player in this. Not only was George Bush’s father, Prescott Bush, on the board of Directors of PRUDENTIAL but Ronald Reagan was one of the largest stockholders.

It was PRUDENTIAL that owned the land upon which Herman Chanin built the lavish shopping center, BILTMORE FASHION SQUARE, which is located just across the street from Keating’s Headquarters. . . .

In 1953 both Bush Sr. and Fayed were working with Singer Sewing Machine company and both were in business with George de Mohrenschildt, Fayed in 1964, Bush in the 1950s.

CIA Cover-up Meister Rewarded
with Princeton Job


Former CIA Inspector General Frederick Hitz, who was responsible for covering up the CIA’s involvement in delivering crack cocaine to American inner cities, has been rewarded with a prestigious “teaching” position, the Goldman Sachs Chair, at Princeton University.

On March 16, 1998, Hitz initially let the proverbial cat out of the bag by admitting to US Representatives that the CIA had maintained relationships with companies and individuals the CIA knew were involved in the drug business, i.e. “fronts” and “assets” through which the Agency could maintain “plausible deniability.”

Hitz also revealed that in 1982 the CIA and Department of Justice had made an agreement not to report any knowledge it might have of drug dealing by CIA assets.

That’s much better than a “don’t ask, don’t tell” policy since all criminality of the CIA and DoJ are kept off the record.

After these inadvertent revelations, of course, Hitz backtracked.

Now that Hitz has a position at Princeton University, it’s only fair to ask — was the Goldman Sachs “Chair” his reward for the CIA version of “omerta” or silence?

After all the CIA’s former cover-up meister Hitz even has his own website:

From the “official” biography, you would learn that “Hitz, a member of Princeton’s Class of 1961, is the former inspector general of the CIA, appointed by the President in 1990….

What the biography leaves out is that it was Hitz’s CIA Inspector General’s Report which “exonerated” the CIA from any and all responsibility in delivering cocaine into black urban neighborhoods as part of the ongoing and illegal Iran-Contra “guns for drugs” operations which provided covert revenue streams for the Agency’s mischief-making…

The article goes on to say that “in helping his students to examine the legality and the ethics of espionage, Hitz draws on his training as an attorney. In the class, “A good number of students hone in on the moral issues,” he observes.

“They recognize a need to protect the national security of the US, but they also perceive that effort may break laws in the countries where the information is gathered.”

“Would Hitz recommend the CIA as an employer to current students, as it was recommended to him when he studied early European history at Princeton in the late 1950s and early ’60s?

“If students are interested in foreign languages, foreign cultures or geopolitical issues,” he says, “they might well explore the CIA as a career.”

It remains somehow doubtful that Hitz would tell his students how CIA recruits are required to lie, cheat and steal — and even deal drugs — for “patriotic” purposes under the guise of “national security.”

After all, it’s a tough job — but somebody’s got to recruit the next generation of professional government-sanctioned narcotics traffickers….

Navy Captain Gunther Russbacher, who worked with Naval Intelligence and the Central Intelligence Agency, received a phone call at his home in St. Louis, in mid-October 1980. He was told to meet a TWA flight and take it to Washington, D.C.

From there he was met by a car and brought to the Base Hospital at Andrews Air Force Base. At 1900 hours (7 p.m.) he was greeted by two military personnel in flight suits, handed flight papers and boarded a BAC-111 aircraft.

Destination? Paris.

Purpose of the mission? Unknown at the time.

Richard Brenneke was doing a preflight check when Russbacher closed the cockpit door. He had no knowledge of who else was aboard the aircraft. . . .

Who did Russbacher see in the cabin?

Heinrich Rupp was not on the BAC-111, but did fly a Gulfstream aircraft to Paris. He met Brenneke and Russbacher in Paris….

Brenneke was the first crew member to reveal the trip to Paris and much has been done to discredit him. At his perjury trial, Brenneke’s defense shot holes through Donald Gregg’s testimony that he was not on the flight or in Paris. … Gregg, who has been named by former National Security Advisor Gary Sick and former President Jimmy Carter, as a mole for Bush in the CIA, was a long-time CIA operative who has recently been appointed ambassador to South Korea.

A French intelligence memo does exist claiming that Bush did come to Paris in October 1980 and received French assistance. The meeting in Paris was to delay the release of 52 American hostages held by Iranian radicals.

The Republicans sought to delay the release until after the elections in order to prevent President Jimmy Carter from winning the election should the hostages be released early.

A total of $40 million was transferred from a Mexican account and Bush presented a draft of the transfer to the Iranians. Within six weeks after Ronald Reagan was inaugurated, covert shipments of arms were sent to Iran.

When the shipments were discovered around 1985, it became known as the Iran-Contra scandal.

But the origins of that scandal began in the flight to Paris. George Bush has never been able to account for this time and Secret Service memos about his whereabouts are also conflicting. Casey was never able to prove his whereabouts either. And Greggs’ excuse was shot down in a court of law.

How do we know Russbacher is telling the truth?…

Russbacher is currently in a federal prison on Terminal Island near Long Beach. A nationwide search for records relating to Russbacher was undertaken by Tom Valentine of Radio Free America, The Napa Sentinel and other cooperative news media. The search include public records, classified information and information from highly reliable sources within the intelligence community.

Russbacher has been directly linked to both Rupp and Brenneke through the Hapsburg Trust, the Ottakar Trust and the Augsberg Trust. These trusts controlled billions of dollars and some of the funds were funneled by Rupp to Aurora Bank, a failed institution….

Independent research has also discovered that Russbacher may be the “banker” for the CIA, its number three man. This means he would have knowledge of various secret accounts the CIA is operating.

The search also revealed that F.B.I. has a great interest in Russbacher because he could possibly lead them to monies siphoned off Savings and Loans institutions and funnelled into secret CIA accounts, and also used to finance gun and drug running.

CIA and intelligence figures made Russbacher sign a contract that he would not get married for two years, especially after a divorce from his wife, Peggy, an F.B.I. informant. Russbacher violated that contract and was married. Russbacher’s wife, Rae, was told by an Army Intelligence Officer in San Francisco that she and Russbacher would have to separate.

Within a few days after their marriage, Russbacher was arrested on several charges, held in jail for months at a time. Each of the charges were dropped and in every single case the criminal investigation files and court records were sealed, which is highly unusual.

A fellow prisoner in Terminal Island, Ron Rewald, had the same problem. He was tried in a state court but the prosecutor came from the U.S. Justice Department. Rewald was not allowed to introduce evidence showing his CIA involvement and his records and court case are sealed.

Michael Riconosciuto, another CIA operative, is currently sitting in Pierce County, Washington jail. All his records have been seized and he is being held without bail, after testifying to CIA and Justice Department involvement in the INSLAW case.

Through special arrangement, Rewald has met with Russbacher and was skeptical at first of Russbacher’s background. But after further exchanges and matching of names, dates and places, Rewald is certain Russbacher is who he claims to be.

Rewald was involved in a covert CIA financial institution in Hawaii and had prominent Air Force generals and high ranking intelligence officers working in the firm.

A court record in Missouri shows that Russbacher pleaded guilty to four counts of investment fraud and was sentenced to 28 years in prison. The judge, reviewing a secret file at the trial, gave Russbacher full probation and allowed him to go to Hollywood to negotiate a movie called, “The Last Flight of the Blackbird”.

The prosecutor in the case, Mr. Zimmerman, was fired. The F.B.I. has also arrested Russbacher for kidnapping (his niece), and dropped the charges….

There has been a very swift campaign to immediately discredit Russbacher, a familiar pattern associated with Ricconosciuto, Rewald, Brenneke, and Anthony Motolese, another CIA operative who blew the whistle. . . .

No one has verified Russbacher on the actual aircraft that allegedly flew George Bush to Paris, but the man and his history are recorded in the more secret annals of American records….

When William Casey was director of Central Intelligence, the CIA engaged in covert action without obtaining a presidential finding in order to carry out the Iran-contra scheme.

A year after arms had been shipped to Iran, Casey, at the insistence of his deputy, John McMahon, asked President Reagan to issue a finding. That finding authorized the sales retroactively.

The finding specified that Congress was not to be told about it.

John Poindexter, the national security adviser at the time, testified that he destroyed the only copy of the December 1985 finding, to save the president political embarassment.

The CIA had come full circle from the days of the Church Committee hearings. Again it had violated the law by acceding to pressure from the White House. Again it had gotten itself into trouble by not informing Congress of its activities.

“In intelligence, you have to lie, cheat, and steal to get the truth,” Simmons, the former staff director of the Senate Select Committee on Intelligence said.

“The reason is it is for your national security. But it must stop when you are dealing with your own government. Sometimes it didn’t. Some of them treated Congress as they would a foreign country.”…

The administrator of Ronald Rewald’s bankrupt company testified yesterday that Rewald loaned Lt. Gov. John Waihee’s law firm $10,000 in January 1983.

Waihee, however, said … that the money was a down payment on a land deal and was later returned.

Thomas Hayes said the check was made out to Waihee but deposited in the law firm of Waihee, Manuia, Yap, Pablo and Hoe. Hayes said Waihee was “embarrassed” about the transaction after Rewald’s company collapsed and paid the money back in Nov 1983.

Waihee said the $10,000 wasn’t a loan, but a deposit on some Big Island land Waihee owned that Rewald wanted to buy. He said he does not know why the check was marked as a loan….

WAIHEE DID receive $4,500 during the 1982 lieutenant governor campaign from Rewald and his companies.

Waihee said he was unaware of the large amount of political donations from Rewald until the collapse of Bishop, Baldwin, Rewald, Dillingham and Wong….

Waihee met with Rewald on three occasions before and after the 1982 election because of his interest in international trade. Rewald at the time was preparing a report on flight capital from Hong Kong….

When Bill Clinton gave a presidential pardon to Marc Rich on the last day of his presidency, just hours before George W. Bush was sworn in as the new president, most Americans did not know who this man was and what he has done. As the facts are now coming out, it again shows the corruption of Bill Clinton and his total lack of integrity.

Let me give you the facts and then you can make your own judgment.

Here is what the media told you:

Marc Rich has an ex-wife, night club singer and song writer, Denise, who lives in New York. She raised one million dollars for the Democratic Party and gave Bill and Hillary furniture worth $7,000.00 for their new home in New York. She also asked Bill to pardon her ex-husband. At official parties in New York she was caught on video tapes, giving Bill warm and snug embraces, more passionate than what Monica Lewinsky was seen to do. Some of these video tapes were aired on national news coverage.

When the Al Gore campaign demanded a recount in Florida, Denise Rich gave $25,000.00 to Al Gore to help pay for the recount. At a dinner party in New York on November 30, 2000, Denise gave Bill Clinton an expensive saxophone, which was recorded on a picture where Hillary Clinton is standing on one side applauding, Bill is in the middle holding up the saxophone and Denise is standing on the other side.

This is all the media (World Government) wanted you to know. Now, here is the rest of the story:

Marc David Rich was born in Antwerp, Belgium on December 18, 1934, to Jewish parents. His parents fled from Europe to escape the Nazis and came to the United States.

As a young man, Marc was recruited by the Israeli intelligence service, the Mossad.

A number of brilliant and talented young Jewish men were recruited in the years after World War II, the most well known of them was Robert Maxwell.

Here is a brief rundown on Maxwell so that my readers will understand the vastness of this spy network.

Maxwell’s original name was Jan Ludvik Hoch, who was born to Jewish parents in Slatina-Selo, Czechoslovakia, 1923. Most of Hoch’s family died in Hitler’s concentration camps, but Jan was able to flee, first to France and then to England, where he joined the British army and became and officer. At that time he changed his name to Robert Maxwell.

His Mossad handlers placed Robert in Germany after the war where he was given access to highly classified German academic and scientific papers, which he sold for a high profit in England. The money was used to purchase a publishing house in England which, in 1951, he named Pergamon Press Ltd.

Money was pumped in by the Mossad and Maxwell purchased a number of other businesses in the publishing industry. He ran for the British Parliament on a Labor ticket, and served between 1964-70.

Robert Maxwell became morally corrupted, as do most intelligence agents. He had a great appetite for women and luxury. In his many wheelings and dealings he spent more than he had, so he began to borrow from pension funds and floating loans.

He mishandled his business and siphoned off $1.2 million dollars from his two major corporations, but his financial empire continued to sink. If he had become an embarrassment to the Mossad or if he had made some major blunders is not known, but the Mossad decided to take him out.

While he was sailing on his luxury yacht (with a large crew) outside the Canary Islands, Mossad agents on the ship stripped him of his clothes, injected him with a lethal dose of poison and dumped his naked body into the water. Instead of drifting out into the South Atlantic, his body floated the other way and washed up on a beach on the Canary Islands, on November 5, 1991.

After the Spanish police had identified the body and done an autopsy, the Government of Israel requested that the body be given to them and Robert Maxwell was buried in a cemetery for Jewish heroes in Israel.

There are two other Jewish men, who cannot be confirmed to have been Mossad agents, but who have greatly affected political events in the world, and that is the German born Jew, Henry Alfred Kissinger (born May 27, 1923 in Furth, Germany, whose parents moved to the United States in 1938 to escape the Nazis) and the Hungarian born Jew, George Soros (born in Budapest, August 12, 1930, surviving the Nazi years and as a family moved to London in 1947).

Most people are aware that Kissinger has been and is a major player in world politics, and Soros runs a financial business known as the Quantum Fund. Soros is feared by all national governments. Wherever he is investing and dealing, the local currency will plummet, and when he is done with a nation, he walks away with billions in profits.

According to the FBI, Marc Rich speaks French, German and English. He used to have citizenship in the United States, Spain and Israel. Since he fled from the United States in 1983 together with one of his partners, the American Jew, Pincus Green, both he and Green have renounced their American citizenship. He has been living in Switzerland since his flight, and also has his business headquarters there. He has personal wealth in billions of dollars.

Rich was indicted on September 19, 1983, by a U.S. Federal Grand Jury on more than fifty counts of wire fraud, racketeering, trading with the enemy and evading more than $48 million in income taxes.

When the American embassy was stormed in Tehran ,Iran on November 4, 1979, they held the entire American staff hostage for 14 months. The United States was able to organize a total embargo on trade with Iran during the stand off.

In April, 1980, Marc Rich conspired with the Iranian Government to purchase six million barrels of oil and sell it on the world market. Payments were made fraudulently through American banks and illegal use of American telecommunications facilities (profit: $200 million).

Marc Rich is engaged to a Swiss citizen and is usually accompanied by two body guards.

Normally, when an American citizen is indicted for crimes in the United States and flees to a foreign country, American law enforcement agencies have the power to ask for extradition from the country to which the alleged criminal has fled. In this case the Swiss government has refused to send Rich back.

But being one of the key agents in the Mossad, he has received protection from the Mossad, which has used its connections with the CIA to pressure the Swiss Government to not send him back to the U.S. Just like Robert Maxwell, Henry Kissinger and George Soros have been able to shape world events.

Marc Rich is also a major player. He has used his commodity trading empire, which covers five continents, to cultivate contacts in and gather information from many nations. This information was then passed on to the Mossad.

In order for my readers to better understand what I am sharing with you, let me give the following comparison.

The American CIA employs some half a million people working as intelligence agents (most of them having desk jobs). The CIA sets up dummy corporations, the most famous being, “Air America,” that operated during the Vietnam war.

Other dummy corporations can be oil companies, computer firms, advertisement firms and religious organizations like “Contact.” (The Phoenix Journal, headquartered in Las Vegas, Nevada).

The Mossad does not work like this. Since most Jewish people are very loyal to Judaism and to the survival of the Jewish people at large, the Mossad can easily recruit agents from Jews living in other nations, who will show no loyalty to the nation in which they are born, but be willing to betray their nation of birth.

One prime example of this is the convicted American Jew, Jonathan Pollard, who worked as a naval intelligence analyst for the United States Navy, and who was arrested in 1985 for spying for Israel. The Mossad never denied that Pollard was working for them and pressure has been put on Clinton to pardon him, which surprisingly was not done (Pollard has been in a federal prison since his conviction).

Another example that most young people have never heard of was the American Jewish couple, Julius and Ethel Rosenberg, who were responsible for giving the Soviet Union the secret to the atom bomb, for which they were both executed after being found guilty of espionage on June 19, 1953.

This might come as a bombshell for you, but this is the truth:


And remember now, the State of Israel is just a window dressing for the WORLD GOVERNMENT!

Marc Rich brokered oil deals between Iran and Israel and he was a key player in the sale of North Korean weapons to Iran. He has also been doing business with the Russian Maffia, dealing in gold, grain, nickel and tin.

Marc Rich is one of the world players who controls the flow of energy to the nations. During the oil crisis of the 1970’s Rich purchased oil from Iran at low prices (then not a member of OPEC which had placed an embargo on oil sales to drive up prices) and sold it on the “Spot Market” for a huge profit.

When the United Nations had placed an embargo on South Africa in 1980’s, it was Marc Rich who secured oil for the White South Africa regime, who in turn gave all trade of diamonds to the State of Israel. It was also at this time that Israel developed nuclear weapons jointly with South Africa.

Marc Rich’s corporations are trading in all types of commodities, many times virtually having total control over the whole earth, thus setting their own prices. When the Soviet Union collapsed in 1990, Rich moved into the Russian market and at very low prices purchased hundreds of thousands of tons of aluminum and resold it to Western nations at high prices.

It is very interesting to note that the U.S. Attorney who filed charges against Marc Rich in the state of New York in 1983 was Rudolph Giuliani, who of late became mayor of New York and then tried to run for a senate seat, being opposed by Hillary Rodham Clinton.

On February 5, 2001, the Congressional House Panel which is currently investigating the pardon of Marc Rich, subpoenaed Denise Rich to come and testify, at which she stated through her attorney, Carol Elder Bruce, that Mrs. Rich would assert her Fifth Amendment privilege.

However, the attorney told the panel that Denise Rich had given “an enormous sum” to the Clinton Presidential Library Fund.

It was announced the next day by the Democratic Party to be about $450,000.

The most vocal person requesting a pardon for Marc Rich was Mrs. Denise Rich, who not only had become “a friend” of the Clintons, but gave huge amounts of money and personal gifts to them.

Secondly, the sitting prime minister of Israel, Ehud Barak, repeatedly cited Rich’s contributions to Israel’s “national security” in phone calls to Bill Clinton during his last month in office.

Former Mossad chief Shabtai Shavit (1989-1996) wrote a letter to Clinton confirming that Rich provided “assistance” to the Israeli spy agency (the Mossad) that produced results “beyond the expected.”

The lead attorney for Marc Rich in the United States is Jack Quinn, a former White House counsel for Bill Clinton. When defending his pardon of Marc Rich, Clinton states that he based his decision on “critical information” provided by Jack Quinn.

The latter based his “critical information” on an analysis done a decade ago by Georgetown University Jewish law professor, Martin Ginsburg. He is the husband of Supreme Court Justice Ruth Bader Ginsburg (also Jewish), who was appointed to the Supreme Court by Bill Clinton.

Bill Clinton did not consult with the Justice Department, nor with the FBI or any other federal law agency.

Former CIA director John M. Deutch (born in Brussels, Belgium, July 27, 1938, the son of a German Jewish couple who had fled from Germany and then moved to the United States in 1940) had previously been indicted for having taken home classified information and kept it on his home computer. As he was trying to work out a plea bargain and plead guilty to a misdemeanor, he was given a presidential pardon the last hours before Bill Clinton ceased to be president.

There were also four Hasidic Jews from New York, Benjamin Berger, Jacob Elbaum, David Goldstein and Kalmen Stern who had been sentenced to prison for having swindled the government of tens of million of dollars with various fraudulent schemes. They had set up a fictitious Jewish school, a yeshiva, and then collected tens of millions of dollars from various Federal programs to support the nonexistent school and its imaginary students.

Of the 140 felons receiving a last minute pardon from Clinton, 17 are Jewish.

Some more facts as we close this newsletter: When former president, Bill Clinton, took office after his election in 1992, he appointed 37 American Jews to his administration, which consisted of 67 openings. Six American Jews held a cabinet post and he appointed two American Jews to the Supreme Court, Ruth Bader Ginsburg and Stephen Breyer. Both paid their dues back to Clinton when the Supreme Court made a final decision of the presidential election in the State of Florida.

The prestigious Jewish magazine, The Jerusalem Report, makes the following statements in its January 15, 2001 issue in an article titled”Unchartered Waters.”

“The Jews are not at the table. Once again, for American Jews, the sky is falling. At noon on January 20, George W. Bush takes office as president, unbeholden to a community that voted overwhelmingly for his opponent, Al Gore…. The most obvious manifestation of the Jews’ diminished influence in the new administration is their small numbers within Bush’s inner circle. His initial cabinet appointments included not one Jew. After the Clinton years, when Jews held a high number of senior posts, that’s a painful comedown.”

From Citizen’s Committee to Clean Up the Courts:

Jan 26, 2001 – Starting back in 1954 was a brilliant, high-strung, humor-less speculator. His real name was Marc Reich, but to disguise his foreign-descent past, he called himself Marc Rich.

He knew how to trade a cyclone in usual and unusual metals, grains, and other items from the earth’s crust. And how to make money and shipments disappear through the dark and tax-neutral and tax-haven hole, such as the Netherland Antilles. Oil embargoes such as against Iran in 1979-80, because of the U.S. hostage mess, did NOT effect HIM.

To preserve his secrets he apparently never fired any of his underlings. Supposedly they were paid even when they did not function well anymore. So the American CIA needed to pay for a domestic or foreign political assassination? No problem.

Marc Rich arranged it through smuggled or stolen gold bullion.

[A similar CIA gold trader living in a Chicago suburb, was assassinated on the day we fingered him in 1995 on our popular public access Cable TV Program. Mellow with age, John Tarullo, friend and tool of Archbishops, and top FBI and CIA officials, talked too much. As a teenager, he was a pilot for Benito Mussolini, the Italian strongman.]

Omitting Marc Rich’s espionage role, but otherwise useful for background is the book, “Metal Men – Marc Rich and the 10-Billion-Dollar Scam” by A. Craig Copetas, G.P. Putnam’s Sons, N.Y., N.Y., 1985. To write the book, the author became a metal and commodity trader and infiltrated Rich’s circle.

Hillary Rodham Clinton and her globe-traveling law partner and reputed lover, Vincent W. Foster, Jr., were implicated in domestic and overseas money laundering. Secretly a top espionage operative long before his short tenure in the Clinton White House, Foster traveled with tell-tale government- rate airfare.

He, and Hillary and their crony Webster Hubbell, former Little Rock Mayor and once Acting Arkansas Supreme Court Chief Justice, were strategists for a reputed worldwide spying-on-banks, as against both friend and foe, for Systematics, in the bank computer software services field. Bank computer espionage “trap-doors” were their specialty.

We were about the first to finger Systematics, headquartered in Arkansas, and some of their front stooges tried, with no success, to scare us into silence. The National Security Agency, NSA, file on Foster and Systematics linked Hillary, Foster, and others, in many hundreds of pages of documents, but as available to the public, mostly redacted, blanked out to outsiders.

Marc Rich the commodity bandit and “spook” was so interwoven with the White House of George Bush The Elder and later, Bill Clinton, you could not hardly tell whether the White House dirty tricks department was in Washington or Zug, Switzerland, one of Rich’s outpposts.

To escape being prosecuted, Rich did not return from Zug to face the big-time Federal Criminal music in the 1980s. At the time the U.S. Attorney for the Southern District of New York, Rudolph W. Giuliani (later N.Y. city Mayor), wanted to put Rich in jail. A Bush Family confidant, Giuliani nevertheless found out too late that Marc Rich was the American CIA’s laundry man and was immune.

When Rudy started to run for U.S. Senator from New York against carpetbagger Hillary Clinton, in the year 2000 Election, she was afraid he would mouth off about her and Foster and Marc Rich. So, Hillary’s press agents reportedly launched a pre-emptive strike planting details publicly of Giuliani’s marital troubles. And so, Rudy side-stepped the whole mess and the Election, by divulging what he must have already known, that he was ill with cancer.

The book author described him, “Marc Rich, the man whom the United States Justice Department privately called the most corrupt corporate executive in America”. [“Metal Men”, page 13.] After he took refuge in his Switzerland offices, the oil-soaked monopoly press, protective of high-level swindlers, agreed to be mostly silent.

By 1990, Rich was a key player in the huge, mostly unpublicized Russian ruble affair, an attack by the American CIA and worldwide banks fronting for them, against the Soviet currency which led to the downfall of the Moscow government.

The result was the dissolution of the Soviet Union into fighting-with-each-other provinces, each a fiefdom for mineral exploitation and speculation, Marc Rich’s specialty….

Another George Bush The Elder/American CIA darling was a fellow originally from Wisconsin, Leo Emil Wanta. He played a key role in the attack on the Russian ruble to topple the Moscow gang….

A CIA-friendly author, the late Claire Sterling wrote a book, a form of mixed and mixed up report on Wanta. “Thieves’ World- The Threat of the New Global Network of Organized Crime”, Simon & Shuster, N.Y., N.Y., 1994. . . .

To protect the CIA, Sterling has a picture of Wanta in the book under which she has the unfair and not balanced description “Leo Wanta, the American snake-oil salesman who stormed world money markets to crash the ruble in 1990-91.”

She conveniently omits that Wanta’s cut of the action has been frozen in Russian banks, some of which were taken over by the Russian underworld, the mafiya, and the funds disappeared when some of the banks collapsed.

On the other hand, trillions of rubles were successfully siphoned out of Russia by George Bush the Elder for his personal benefit, some through dope trafficking and weapons smuggling by the Bush Family as secretly authorized by Federal Reserve Commissar Alan Greenspan….

Not cheated out of his “commission”, Marc Rich stayed shut about himself and the American CIA, such as with the George Bush family, including the Elder Bush’s sons, Neil, Jeb, and George W.

But cheated out of HIS “commission”, Leo Wanta talked openly. So, in 1993, when Wanta went to Switzerland, to await the expected arrival of Clinton White House Deputy Counsel Vincent W. Foster, Jr., Wanta fell into a trap.

At the behest of Marc Rich, Hillary Clinton, Vince Foster, and Wanta were working on a money laundering deal involving the reputed CIA front under the innocent-sounding name “Children’s Defense Fund”.

Participating behind the scenes was Tommy Thompson, then Wisconsin Governor, and Donna Shalala, once Chancellor of the University of Wisconsin at Madison, and later, head of the Department of Health and Human Services, HHS. [In the alleged “President” George W. Bush administration, Thompson became the HHS successor to her.]

To shut him up, Wanta was grabbed by so-called “authorities” in Switzerland and clapped into a dungeon, he says. Foster never arrived. A short time later, a private “hit” team murdered Foster in or near the Clinton White House and dumped his body next to American Civil War cannons in the memorial Fort Marcy Park, Virginia.

The true happening of his demise is recorded on satellite images compiled by the U.S. National Reconnaissance Office, NRO, super-secret satellite bosses. The head of the NRO imaging project, Daniel Potter, was later murdered.

The Foster “hit” team was paid five million dollars of laundered funds reportedly through Marc Rich/George Bush the Elder….

Wanta was brought back to the U.S. on alleged charges of mis-stating 14 thousand dollars in supposed taxes.

Who wanted him silenced and jailed? CIA darling Wisconsin Governor Tommy Thompson and his dirty bird crony George Herbert Walker Bush, once head of America’s secret political police….

Notice the different standards of so-called Justice. Wanta, complaining loudly about the freezing of his “commission” on the Russian ruble scam, has been put in jail, and he says, mis-treated. He says he keeps reporting to his jailers, to no avail, his medical ailments which require attention.

On the other hand, CIA darling/reputed assassination facilitator, Marc Rich, running from Switzerland a worldwide massive CIA proprietary money laundry, is pardoned in the final hours of the stinky Clinton administration.

For Bill’s benefit, Marc Rich conveyed for use by Hillary and eventually Bill, somewhere between 30 and 100 million dollars….

The Marc Rich reputed bribe to the Clintons is parked, escrowed as it is called, at a Caribbean dope-haven money-drop, the former Dutch-possession St. Maartens Island.

Owned by current, recently current, and former top IRS officials is an ocean-going money-laundry boat, disguised as a floating gambling casino, that comes and goes from St. Maartens and then crosses the Atlantic to Spain and Portugal….

During the war the Americans used Meyer Lansky and the Mafia in a plan know as Operation Underworld and it is common knowledge that they were also used in plots to remove Fidel Castro in Cuba, an operation in which Jack Ruby also played a part.

The Global Elite elements within the CIA and the Global Elite’s wholly-owned subsidiary, Mossad, are the same organisation.

Before, during, and after the assassinations of both John and Bobby Kennedy, the key coordinator of these connections was one James Jesus Angleton, who was educated in his early years in England . . . He was recruited by the CIA’s predecessor, the Office of Strategic Services (OSS), after leaving the Skull and Bones university of Yale. In 1947, he joined the new CIA and progressed to the highly sensitive and pivotal post of head of CIA counter-intelligence.

According to his biographer, Tom Mangold, his major patrons were Allen Dulles, the CIA director fired by Kennedy, and Richard Helms, who was appointed CIA director by Lyndon B. Johnson after Kennedy’s assassination. . . .

First I’d like to discuss illegal money raising and money laundering during the Iran-Contra period, specifically from 1983 to 1986….

Back to Operation Black Eagle, September-October 1983.

Part of this operation was envisioned beyond the narcotics and weapons aspect. It was the huge amount of money that would be necessary for such an operation, since the arming of the Nicaraguan Contras was only a ruse.

However, as an offshoot of this operation and starting in late 1983, Oliver North and others established a series of corporate entities.

They were mostly 501c3 tax exempt foundations, forums, institutes, etc. for the purpose of raising illicit money.

That is where soft money contributions from civilian sympathizers could be washed through this type of an artifice. Then the cash would simply be bled off.

You will notice the number of artifices Oliver North formed in the Republican Party, the RNC at the time, with words such as “Eagle,” “Liberty,” “Heritage.” . . .

The American Eagle Foundation, first formed by Oliver North and Jesse Helms, is a 501c3. It was later to become known as the Eagle Forum, which is a large organization headed by Lynne Cheney.

Its parent is the Eagle Foundation, which by the way, just bought a seventy-percent interest in Regnery Publishing.

That’s why Regnery can’t publish any more books about Republicans.

Anyway, included in these artifices were other North-controlled entities such as the American Liberty Foundation.

The RNC had a separate deal called the American Eagle Association, which was for people who contributed $10,000 a year in soft money.

This was the famous deal where they got the little plastic card, like a credit card or membership card, with a number on it. It included an 800-number that rang in a basement cubicle in the White House.

North had a gal that staffed the phone all the time. That was always a hot seller.

We solicited many, many $10,000 donations for that. Through my own marketing corporation, I received a fifteen-percent commission.

By January-February 1985, through the Miami policy and planning meetings of the FDN, which Oliver North would often attend, our goals were quickly being met. That is, the original money goals as laid out in the July 1984 memorandum between Donald Gregg, then Vice-Presidential National Security Advisor, and Oliver North to eventually be able to reach a billion dollars a month in fraud.

That number was rapidly being reached.

We used existing RNC operations such as GOPAC to raise illegal money, or money that would in turn be used for an illegal purpose.

These are the years when Pete DuPont still chaired GOPAC.

And I still have a list to this day of GOPAC contributors who we would put the arm on to contribute to a North-Secord (Richard Secord) controlled entity.

They were more than happy to contribute to it in exchange for the favors they received.

The fraud – and when I say fraud – I am talking about the whole ball of wax – illegal fundraising, illegal bank loans, illegal security transactions, fraudulent insurance transactions, etc. There are about nineteen classifications of state-sponsored fraud in all.

It all began in this fashion in late 1983. By 1985, we were absolutely booming. The level of fraud was simply incredible.

Later when the first substantive audits were done by Comptroller of the Currency, Robert Ludwig (in his secret memorandum to George Bush), he was actually concerned that we collectively (I’m talking about 2,000 out of the group of 5,000 that operated at the time) were beginning to seriously undermine US savings and loans, commercial banks, insurance companies, security firms, etc. There were huge quantities of money that were being bled off in fraudulent transactions and loans that would be defaulted on, stock swindles, etc.

Restricted stocks would be transferred to a variety of Swiss banks or certain security firms, wherein letters of restriction would be surreptitiously removed pursuant to US SEC Reg. 14 after which the said stock would be illegally resold. . . .

This was in 1986, when the economy itself was already weakening. Interest rates were rising. The Reagan deficits … had grown to over $400 billion annually. Consequently, all this really came to a head in 1987.

It was later secretly commented on. The only person who ever had the balls to say anything about it was then southeastern regional SEC Commissioner, Charlie Harper, who had formerly been the Miami District SEC Commissioner.

He was the only one to publicly ever say anything about this. Of course, after he said that, Charlie was quickly bumped up the ladder, and he never said anything again.

The fraud in question operated in a pyramid.

This pyramid was originally designed in 1984 by Oliver North and later redefined with the influence of Jeb Bush and his brothers, Neil and George Jr.

At the very top of this pyramid there was authorized State-sponsored and State-sanctioned fraud, using political organizations and foundations illicitly, using them illegally in a tax-exempt capacity, and then illegally siphoning off the money to support a covert operation, which in itself was illegal.

Underneath, there were people like me, essentially subcontractors who developed a series of corporate artifices, usually oil and gas, gold bullion or gold mining deals, aircraft brokerage deals, real estate deals, all of the old right-wing favorites for the surreptitious and illegal generation of money and to defraud banks and so forth.

These were banks that were sympathetic, of course. In other words, the banks knew that they were being defrauded.

You couldn’t simply defraud a bank that was not inside the circle, so to speak.

In July 1984, I was approached by the infamous Lawrence Richard Hamil, who was then operating under the direction of Richard Secord.

Hamil had already set up a series of 37 corporations, all using the word “Gulf.”

>> Gulf Realty, which was another joint partnership with Neil Bush.

>> Gulf Offshore Trust Corporation, a joint deal with George Bush, Jr.

>> Gulf Asian Corporation, a joint venture between us and Prescott Bush, the Vice-President’s brother, and his son, Wally.

Wally owned a securities firm in Phoenix, called J. Walter Bush Securities.

As a matter of fact, the firm was in the Lincoln Savings and Loan Plaza. He had a good deal with Charlie Keating. They did a lot of business with the Lincoln Savings and Loan. Keating would provide financing for illegal securities deals – deals that existed nowhere but in a file drawer….

In exchange, the bank got notes and stock, which eventually wound up being worthless.

The fraud was segregated. For example, Jeb Bush’s real forté, when it came to fraud, was oil and gas drilling, oil and gas fraud, real estate fraud, mostly commercial real estate fraud, à la that Broward Savings and Loan scandal, in which they lost three or four million dollars because of Jeb.

And the list goes on.

Neil, of course, was almost exclusively real estate. These included all of those Gulf Realty deals. This is the same Gulf Realty Corporation of the late 1950s, which was originally a CIA proprietary that got cut loose in the 1970s and lay dormant for a while until Neil and his two partners, Bill Walters and Ken Good, picked it up and instituted a tremendously complex web of land fraud that stretched across Florida, Texas, California, and Connecticut.

It was a really intriguing web of land fraud.

The Boca Chica Development, the Destin Country Club Development – these were all deals that were designed to be frauds.

They went down the tubes. Ultimately they were bailed out with public money to the tune of $780 million apiece.

There were about 100 such projects in all which were ultimately bailed out by some public guarantee institution.

It wasn’t necessarily the FDIC or the FSLIC, but in some cases, very esoteric public guaranteed funds were used to bail out these deals.

George Jr. naturally specialized in oil since he controlled the Bush family oil portfolio including Harken Energy stock, Tidewater Development stock, and Apache and Zapata stock.

These were all deals where George Sr. had formerly been on the Board of Directors. Now George Jr. was on the Board of Directors, since Sr. as Vice President couldn’t have that capacity.

Harken Energy was a classic fraud.

The stock still trades on the AMEX at five or six dollars a share. It’s been pumped up recently because there’s a new fraud going on with those Bahrainian leases that Richard Secord originally had ten years ago.

The stock will shortly collapse back to two dollars again, as soon as everybody gets out.

A lot of Republicans will make money on the deal.

You think, for instance, that the fraud doesn’t still go on today. It does.

A recent example of this fraud is Bre-X Minerals on the Vancouver Stock Exchange.

George Bush was on the Board of Directors and made about $40 million in the deal through stock he never paid for.

Former Secretary of State Henry Kissinger made $12 or $13 million on the deal.

George Schultz made money on the deal.

Joe Clark, former Prime Minister of Canada, made money in the deal.

It’s just another example of the continuation of the original fraud, which links back to Iran-Contra….

Anyway, I set up a corporation in Miami in 1984. I didn’t even have to disguise it. It was just a regular Class C Florida corporation called Southeast Resources, Inc., which did nothing other than market the product of other people….

It had marketing contracts for illegal product, illegal limited partnerships, illegal loan syndications, and so forth.

I was in a very good position to see a very broad range of fraud, since at one time in 1985, I had over 300 investment products in-house.

And these not only came from the Bush Boys or Richard Hamil, but in some cases I marketed a deal called Trinity Oil and Gas, Ltd., which was a collaboration of Barry Seal, Richard Hamil, Larry Nichols and a few others . . .

By 1985, I was personally raising about $3 million a year through Southeast Resources.

Of course, I was only one guy out of two thousand. . . .

However, an interesting capacity I became involved in was passing along money to certain politicians in states where we had marketing operations, which was part of the routine.

This was part of the system of the fraud – that the money would get passed on to Republicans, particularly Republican governors, or Republican members of the House and Senate in certain states where we had operations.

A good example of this (about which I testified to the Kerry Commission in 1987) was passing along money to the husband of then Governor Martha Lane Collins, Republican of Kentucky.

Her husband, Dennis the Dentist, was a dentist of the Board of Directors of First National Bank of Frankfort, Kentucky.

He, himself, later got indicted for fraud, with Jake Butcher and his brother in that National Bank of Frankfort and the Union Planters Bank in Nashville deals.

That was a good-sized fraud – about $80 million. Of course, Dennis the Dentist made out pretty well. He never spent any time in jail or anything. And Collins was absolutely protected.

Another guy I passed money to (actually it was to his aide) was then Republican Governor Thompson of Illinois. . . .

Those are just two examples. But another way that Republican members on the Hill were paid off was this – they were given limited partnership interests for nothing. Granted, these limited partnership interests were fraud and they weren’t worth the paper they were printed on.

But ultimately (Porter Goss is a prime example of this) Porter was given shares in the Destin Country Club deal, which was all a fraud.

What happened was the bank, City Commercial Bank of Sarasota, Florida, which was in the loop, ultimately bought back the shares from him – even though they were worthless.

It was one way of getting Porter money.

The same thing was done for former Representative Paula Hawkins. Hawkins profited enormously from these schemes.

You can see by the pattern of Republican congressmen, senators, and governors that they were all in Iran-Contra states – states where Iran-Contra activity was extant, like Texas, Florida, Arkansas, Kentucky, Illinois, California, Colorado, and so on.

There was some effort to investigate this in 1987. As a matter of fact, it was the Tower Commission that first began to notice all these connections because of Hayden Gregory, the General Counsel. He was a real bright guy, but Tower had his own vested interest in Iran-Contra through his disguised interest in the infamous Houston Energy Partners, which had been controlled for years by Jim Baker.

Before the Tower Commission could complete its investigations, however, Senator Tower died in a mysterious plane crash near Brunswick, Georgia. It should be noted that the first contingent of supposed NTSB investigators on the scene were actually CIA agents posing as NTSB investigators.

Tower’s personal briefcase also somehow mysteriously vanished. . . .

Terry: “Calm down Barry. Tell me what’s going on.” . . .

Barry: “Terry, what’s most important right now is for ya to play ball with these guys and get your ass down to Mexico ASAP. You impressed the shit out of Leroy . . . Robert Johnson, too. I won’t be able to come to Mexico right now. I’ve got a little matter to take care of. But ya get on down there . . . and I’ll be joining ya soon.” . . .

Terry: “What’s this blackmail you’re talking about?” . . .

Barry: “Ever hear the old expression, it’s not what ya know, it’s who ya know? Well, whoever said that just hadn’t caught the vice president’s kids in the dope business, ’cause I can tell ya for sure what you know can definitely be more important than who you know.”. . .

Terry: “What’s this about the vice president’s kids and dope?” . . .

Barry: “I don’t wanna tell ya too much, ’cause truthfully ya don’t have a need to know. But Terry, I been workin’ with several federal agencies for the past couple of years, as ya probably suspicioned. In the course of that business, a person can’t help but run across some real sensitive information. It seems that some major players in the Medellin Cartel, whom I personally know, ran across some knowledge that’s very valuable to both the Republicans and the Democrats. Real national security stuff. It seems some of George Bush’s kids just can’t say no to drugs, ha ha ha ha. . . . Well, ya can imagine how valuable information like this would be, can’t ya? That could get ya out of almost any kind of jam.” Seal paused for a moment then asked, “Ya ever play Monopoly? The information I got is so good it’s just like a get-out-of-jail-free card . . . ha, ha, ha, ha YEE-HAWWWWW.” . . .

Terry: “Barry, are you telling me George Bush’s kids are in the drug business?” . . .

Barry: “Yup, that’s what I’m tellin’ ya. A guy in Florida who flipped for the DEA has got the goods on the Bush boys. Now I heard this earlier from a reliable source in Colombia, but I just sat on it then, waitin’ to use it as a trump card, if I ever needed it. Well, I need to use it now. I got names, dates, places . . . even got some tape recordin’s. Fu*k, I even got surveillance videos catchin’ the Bush boys red-handed. I consider this stuff to me invincible. Now this is real sensitive shit inside of U.S. Customs and DEA, and those guys are pretty much under control. It’s damage control as usual. But where it gets real interestin’ is what the Republicans will do to the Democrats in order to dirty up the people who might use this information against Bush.” . . .

Terry: “So you’ve got direct knowledge of the Republicans trying to neutralize some Democrats before they can nuke Bush with this?”…

Barry: “Hell, yeah. I’ve been part of it. Remember that meetin’ we had at SOB’s when I told ya, ya should play ball with these guys . . . Remember in that meetin’ I told ya I had a plan to blow the lid off the whole damn Mena deal and shut it down due to adverse publicity?

Well, what I didn’t tell ya was that project was already in effect, and the Republicans were already trying to neutralize some important people in Arkansas … namely, the Clinton family.

Yeah, that day ya explained to me the connection between the Ward family, the Rose Law Firm and the governor’s mansion, well I about shit! Ya see what ya didn’t know was I was on a secret mission by none other than the Agency to sort of uh, dirty up some people real close to the governor. Now, I had been workin’ on this through Dan Lasater.

Now Dan’s a good ol’ boy and all that, but he’s gotta drug problem, and he’s got the balls to be stealin’ from the Agency, too. From what I hear, Dan’s been doin’ a lot of questionable out-a-state investin’. In fact, he’s stashin’ a lot of cash in a resort in New Mexico.

I was told to exploit that, which I was workin’ on. But you come along with this new connection.

I saw an immediate way to get some white stuff up some noses around Bill Clinton real fast.

Terry: “Barry, this is heavy shit! Are you saying you were the source of the cocaine ending up around a lot of important people in Arkansas? . . . There’s a major scandal brewing there. . . . Did you have anything to do with Roger (Clinton) and some of those guys in Lasater’s firm getting investigated?” . . .

Barry: “Terry, I told ya when I met ya, I’m in transportation and I transport what the government wants transported. In this case, the Republicans…and the Bush family…wanted some stuff transported through Mena and into Arkansas that would end up in the noses of some very prominent Democrats.

And yes, I must ‘fess up, I’ve had a hand in that. YEEE-HAWWWWWW! It’s not who ya know, it’s what ya know. . . .”

Barry Seal had become the most important informant in the history of the Drug Enforcement Administration and had tied the Sandinista government together with the Medellin Cartel.

As a result of leaks from Oliver North and the White House, the cartel had put a $500,000 price on Seal’s head. In addition, Seal had handed the DEA three of the best drug cases it had ever had, testifying as the government’s chief witness.

The DEA was winning plaudits from the White House over the Sandinista “sting,” but Seal had been left twisting in the wind. While he was undeniably a major asset for the DEA … he was now a major liability for the CIA and George Bush because of the knowledge he had confided to Terry Reed about Bush’s sons….

Feb. 19, 1986, turned out to be the last day of Barry Seal’s life. His blood, along with pieces of flesh and bone, were splattered all over the interior of his car. The Baton Rouge police report, in cold official language, described what happened to him that day: “Autopsy determined the cause of Seal’s death to be multiple gunshot wounds fired by an automatic weapon,” the crime report said. “Three rounds entered Seal’s upper torso, and four entered the left head. Some fifteen rounds were recovered at the murder scene.”…

Since the Air America reunion at Marr’s house two months earlier, the “over-the-hill gang” was getting their act together. … On Sept 13, 1986, they had managed to put five planes in the air simultaneously and, on one night alone, 10,000 pounds of supplies had been dropped deep into Nicaragua into the hands of “freedom fighters”….

Bob Dutton, who was reporting to Oliver North from the field, said that more than 180,000 pounds of supplies had been dropped successfully. But in the Reagan administration’s rush to accomplish the aerial delivery effort, there were lapses in security that would soon impact on the Reeds and compromise the Enterprise’s operations. Their lifestyle in Mararitaville would literally come to a crashing halt.

Oct 5, 1986, was a cool night on the north shore of Lake Chapala, and the Reed family was just preparing for a sweater-weather barbecue when the claxon rang at the compound’s front gate. It was a strangely sober, and somber, Mitch Marr standing outside the iron gate. “I guess you heard the news?… ‘

A confused Terry just stared at him, wondering what on earth was going on.. “What’s the matter, Mitch?”….

“His name is Hasenfus. He was ‘the kicker’ on the plane– you don’t know, do you? … I forgot, you don’t have satellite TV … COOPER’S DEAD! He got shot down.

After a long pause, Marr sighed and continued. “Some commie shit put a heat-seeker up his ass and his 123 went down in flames….”

After another pause, Marr turned to a briefing mode.

“But I guess this guy Hasenfus survived the crash, and the commies got him….”

Though Terry didn’t know it at that moment, words like Iran-Contra and Irangate were being written by newspaper editors everywhere. As Hasenfus was being pulled out of the jungle on a leash by a Sandinista soldier, political shockwaves were beginning to reverberate around the world.

Back in the White House, damage control was already under way.

There would be a flurry of questions about why a C-123 military cargo plane registered to a CIA proprietary in Miami had been shot down that day in Nicaragua with gringos and guns aboard.

There were, of course, responses from Washington:

President Ronald Reagan said, “There is no connection with that (between the U.S. and the shootdown) at all. He lied.

Vice President George Bush said, “This man (Hasenfus) is never– is not working for the United States government. He lied.

Assistant Secretary of State Elliot Abrams said, “Let me repeat flatly that there was no U.S. government involvement in this … direct, indirect, provision of material financing, whatever you want to call it … none.” He lied.

Eugene Hasenfus, the survivor and now a prisoner in Managua, told it somewhat differently. “I worked for the CIA, who did most of the coordination of these flights.” He had a rope around his neck. He told the truth.

The covert supply operation had turned overt, and Oliver North was heading for the shredder….

Foster’s attendance at Ft. Meade also confirmed that Attorney General Janet Reno tasked Hubble to encryption policy. Hubble had access to Top Secret material on U.S. encryption. This fact was confirmed by a series of 1997 interviews with Democratic and Republican staff members in the House….

The CIA briefed John Huang 37 times on satellite encryption technology while at Commerce.

Huang’s co-worker, former DNC fundraiser Ira Sockowitz, walked out of the Commerce Dept in 1996 with over 2,000 pages of top secret information on satellite encryption, space launch and earth imaging technology.

Sockowitz was supposed to fly with Brown on the fatal trade trip but he took an advance flight ahead of the Secretary instead. Sockowitz identified Ron Brown’s body at the crash scene. Sockowitz left Commerce with the secrets only days after Brown’s death.

He was never prosecuted nor investigated….

Stephen Friedman – a senior principal of Marsh & McLennan Capital, Inc.

In 1994, Mr. Friedman retired as chairman of Goldman, Sachs & Co. He was co-chairman or sole chairman from 1990-1994, and from 1987-1990 he served as co-chief operating officer. He joined Goldman, Sachs in 1966 having previously held a position as a law clerk to a federal district court judge and as an attorney in New York City (1963-1966).

Mr. Friedman serves as a director of: Fannie Mae, Wal-Mart Stores, Inc., the National Bureau of Economic Research and the Concord Coalition.

Mr. Friedman is also a member of the President’s Foreign Intelligence Advisory Board and a director of In-Q-Tel, Inc. He is a former member of the Aspin/Brown Commission on the Roles and Capabilities of the U.S. Intelligence Community and the Jeremiah Panel on the National Reconnaissance Office.

On the heels of the Aldrich Ames spy case, the Clintons announced a presidential commission to study “Roles and Capabilities of the Intelligence Community” and to recommend fundamental changes for the CIA, the FBI, and other agencies.

The members of the commission would need to know the most secret activities of the most secret agencies in order to perform their function. So it was vital that all members of this important commission be of the highest caliber and have spotless backgrounds.

Departing Speaker of the House Tom Foley appointed former Congressman Tony Coelho to the commission. He was an odd choice. Coelho had left Congress under a cloud and had gone to New York and made millions in the commodities markets….

Tony Coelho was nothing if not an interesting character. He had been in so much trouble as a congressman that more than one book and many articles had been written about him. He had been the subject of several, albeit unsuccessful, federal criminal probes.

Hiring Coelho to serve on the Intelligence commission was taking the protection of national security to a new low.

The Coelho investigation was received on 7 March 1995. It was to be completed by 27 March “without fail.” To order that we finish the investigation in what amounted to fifteen working days was an outrage and impossible-and that’s what I advised my supervisor, in writing…. But he still harangued me with calls to meet the deadline….

Among the allegations against Coelho – some of which he freely confessed – were the following:

>> Taking daily doses of methaqualone or phenobarbital for medical reasons

>> Prior alcoholism and considerations of suicide.

>> Illegal, unethical, or inappropriate lobbying of the new Clinton administration.

>> Personal conflicts of interest.

>> Resigning from Congress of 15 June 1989 after multiple accusations of serious wrongdoing, including violations of federal laws.

>> Failing to correctly report income on a federal income tax return.

>> Failing to report a loan of $50,000 in violation of House ethics reporting requirements.

>> Issuing, in less than one year, 316 personal checks – for a total of more than $293,000 – all drawn on a bank account for which there were insufficient funds.

>> Accepting a “sweetheart” junk bond deal from Michael Milkin (later convicted and sentenced by U.S. Federal Judge Kimba Wood).

>> Accepting a $4,000 gift from a savings and loand banker later indicted and convicted of federal violations.

>> Using inappropriate influence to protect owners of failing savings and loans.

>> Accepting illegal political contributions aboard a 112-foot yacht owned by a savings and loan businessman who was later indicted and convicted of fraud.

>> Improperly appointing a friend and large contributor to the finance chair of the DNC (the friend owned a failing Texas savings and loan).

>> Alleged improper contacts with employees of the Clinton Department of Agriculture for the purpose of influencing decisions made with respect to farm chemicals being produced by a leading manufacturer, also a big contributor to politicians.

This list is by no means complete. These are just some of the public, media-reported allegations against Coelho, most of which have never been investigated fully for one reason or another.

Now there was a reason to fully investigate these allegations, but I wasn’t being allowed to. While it was true that Coelho was never charged with any crime, the Department of Justice Office of Public Integrity only declined to prosecute him, and anyone in law enforcement and the political arena knows that declining to prosecute is not the same as declaring someone innocent.

The deeper I dug, the more cynical were the questions I posed to myself.

How much were Coelho’s chances for an important position enhanced by the fact that he was engaged in fundraising for the president’s defense against the sexual harassment lawsuit brought by Paula Jones?

Could Coelho’s opportunity to join the commission have anything to do with the fact that he defended Hillary Clinton’s celebrated windfall profits in cattle futures?

What about the public speculation that the Clintons wanted Coelho “cleared” to work on the commission in order to rehabilitate him so he could run the president’s reelection campaign?

I was not in charge of standards, nor was I in charge of the Coelho investigation; I was just asking questions, and I was only the lead agent covering the U.S. House of Representatives.

Ultimately, Coelho got his security clearance from the Clinton administration and gained access to some of the most sensitive information our government has.

If you ask me why, I don’t know….

William P. Barr – Appointed by President George Bush in 1991 as the Attorney General of the United States.

Two months after the publication of the TIME article, Terry would make a miraculous find. At long last, he understood the big picture of his Agency involvement by discovering that Robert Johnson was none other than William P. Barr, the attorney general of the United States.

Barr, appointed by President Bush in 1991, was an apparatchik who had a way of emerging from the shadows when Bush needed his trail covered.

The 43-year-old lawyer and ex-CIA analyst, little known outside Beltway legal circles, had a history of crisscrossing Bush’s path at critical times. This confluence of careers within the world of intelligence eventually empowered him to become the dark overseer of the cabal that subverted the U.S. Constitution he took an oath as attorney general to uphold.

Barr was the man that William Safire, the New York Times’s conservative columnist, called the Justice Department’s “Cover-up General” in a 1992 column criticizing Barr’s refusal to seek the appointment of a special prosecutor to investigate the Bush administration for continuing aid to Saddam Hussein after it was eminently clear that Iraq was about to invade Kuwait.

Barr had joined the CIA in 1973, where his work brought him into contact with the future vice president while Bush was serving as the Agency’s director from 1976 to 1977. By 1978, Barr had joined the Washington law firm of Shaw, Pittman, Potts and Trowbridge, a firm very much aligned with the CIA, which had a history of providing criminal defense for intelligence agents.

From there, Barr moved into a well-placed political position and became a member of the transition team of President-elect Ronald Reagan in 1980. Two years later, he was deputy assistant director of the Domestic Policy Council and served on the Reagan White House staff, where he again began orbiting in the same circles as George Bush and Bill Casey, then director of the CIA.

In 1983, around the time Oliver North was forming Project Donation and was briefing Terry Reed on the CIA’s efforts to bypass the congressionally imposed Boland Amendment, Barr strangely left the White House and drifted onto obscurity, allegedly back to the firm of Shaw, Pittman. This lower profile position – out of the media’s eye and off the government’s payroll – gave him freedom of movement and less chance of being discovered as he assisted the Agency and Southern Air Transport as they ramped-up for Operation Screw Worm in Mexico and had need of “specialized” legal services.

Having survived the near catastrophe of Iran-Contra, George Bush needed Barr’s overt services in 1988 and returned him to the White House to aid in the selection of a running mate. He was forced to stay on throughout the campaign, however, and became a Dan Quayle handler when the vice presidential nominee experienced trouble from his draft avoidance record during the Vietnam War.

For solving problems and helping his old CIA boss get elected president, Barr was given a position on Bush’s transition team and, in April 1989, was appointed assistant attorney general for the office of legal counsel. By July 1990, he was Bush’s deputy attorney general, the number two man in the Justice Department, overshadowed only by Attorney General Richard Thornburgh, who he replaced in October 1991…

Adding additional intrigue, it was Barr who drafted the legal opinion justifying the invasion of Panama and the arrest of Panamanian General Manuel Noreiga, a paid CIA asset.

And Noriega who claimed it was the CIA, not he, who was trafficking in cocaine through his country.

Could it be, Reed wondered, that the whole damn U.S. invasion had been designed to cover the Agency’s trafficking trail and to silence Noriega about CIA involvement in Bill Clinton’s state?

After all, it was Noriega’s people who Max Gomez had said were going to start “investing” in Arkansas, Terry recalled from the conversations in the bunker near Little Rock.

The Reagan administration and the Agency most assuredly were the ones who engineered the assassination of Barry Seal, for the same reasons. Seal’s name had rolled off the lips of Akihide Sawahata, Bob Nash, Felix Rodriguez, Oliver North, William Barr and Bill Clinton – in the same context that the CIA had grown to view Noriega – an asset becoming a liability.

Noriega must have been just another disposable asset, like Barry Seal and countless others like Terry Reed.

But Noriega will undoubtedly be replaced by someone else less compromising now that the Agency has another of their men in the oval office – their man who’s being protected by the likes of Buddy Young….

The Rogue Elephant

When William Casey was director of Central Intelligence, the CIA engaged in covert action without obtaining a presidential finding in order to carry out the Iran-contra scheme.

A year after arms had been shipped to Iran, Casey, at the insistence of his deputy, John McMahon, asked President Reagan to issue a finding.

That finding authorized the sales retroactively.

The finding specified that Congress was not to be told about it.

John Poindexter, the national security adviser at the time, testified that he destroyed the only copy of the December 1985 finding, to save the president political embarassment.

The CIA had come full circle from the days of the Church Committee hearings. Again it had violated the law by acceding to pressure from the White House. Again it had gotten itself into trouble by not informing Congress of its activities.

“In intelligence, you have to lie, cheat, and steal to get the truth,” Simmons, the former staff director of the Senate Select Committee on Intelligence said.

“The reason is it is for your national security. But it must stop when you are dealing with your own government. Sometimes it didn’t. Some of them treated Congress as they would a foreign country.” . . .

“If you read the Constitution, which many of those people have never done, they would find the founding fathers described the powers of the legislature first,” Simmons said.

But this time, there was a difference. In the Iran-contra affair, Congress was not at fault for not wanting to hear about it. And this time the CIA’s role in the arms’ sales and the diversion of profits to the contra rebels was that of expediter.

Both Casey and Oliver North knew that they could not get the CIA itself to arrange and carry out the operations. The CIA could be pushed only so far, and setting up proprietaries – companies owned by the CIA as a cover – and arranging the details of arms shipments was the most it would do.

That was why Oliver North had to arrange for the operation to be carried out by a self-financed arm of the National Security Council….

The Snake That Wouldn’t Die

Attorney General Edwin Meese was performing his post-mortem on the viper conceived by Ronald Reagan and the CIA.

As he attempted to peel back the epidermis surrounding the Cooper shootdown, he found two black cancerous growths that appeared to have metastasized the organs of the presidency, not unlike what John Dean had described during Watergate when he told Richard Nixon, ” There’s a cancer growing on the presidency,” when he told Richard Nixon, “There’s a cancer growing on the presidency.”

And perhaps even worse, this viper, labeled Iran-Contra, was still twitching and might still be alive.

Secretary of State George Shulz wrote recently in his memoirs: “I feared that, despite the press, congressional and public uproar, some version of the operation was still alive. Those who were responsible for the operation now seemed desperate to vindicate their judgment in the face of overwhelming criticism.”

Schultz was deeply troubled in December 1986. The roof was falling in on the Reagan administration. The president’s dual obsession with keeping the Contras together “body and soul” and trying to free the American hostages in Beirut had blown up in his face. The president was facing serious problems, maybe even impeachment.

But Schultz was learning to his dismay that Ronald Reagan and William Casey were still dealing behind the scenes, and behind Shultz’s back, with an Israeli named Amiram Nir, who had been Oliver North’s link to the Iranians. This is what Shultz referred to when he said he was disturbed by finding elements of the operation “still alive” even after Meese’s disclosures to the nation that as much as $30 million from the sales of arms to Iran had been diverted to the Contras.

After Schultz gained knowledge about the depth of the CIA’s involvement with Iran, conducted through the Israeli cut-out Amiram Nir, Shultz tried to make Reagan see that his explanations were not truthful with regard to America’s dealings with Iran and that this was undermining public confidence. Reagan had, in fact, been trying to swap weapons for hostages, while saying at the same time that “the United States will never negotiate with terrorists.”

But what did secret dealings with the Iranians have to do with Cooper being shot down over Nicaragua? Shultz, like the rest of America, didn’t know there was any connection at all. This signaled to Shultz a total lack of leadership at the top, allowing compartmentalization of policies and conflicting goals, with no feedback to those in charge of implementing policies, namely, the secretary of state and his departments.

“The CIA and NSC (National Security Council) staff, with the apparent support from the … Vice President (George Bush), were still proceeding just as though nothing had happened,” Shultz wrote.

“Congress was being misled now, a month and a half after the revelation (the Cooper shootdown) first appeared. What was worse, John Whitehead (Deputy Secretary of State) said, “The CIA has told the Iranians that the State Department is just a temporary impediment, and that after it calms down, Cave (a ranking CIA official) and Secord will be back in action. The president is being ripped to pieces, and the CIA is reassuring the Iranians.”

CIA Director William Casey seemed to be stepping into an apparent vacuum of leadership and seizing de facto control of the government. Was some kind of “coup” developing? If Shultz had been getting briefings on this type of behavior going on in another country, he would probably have called it just that … a coup. And, as in any coup attempt, at least two factions are involved.

Who was behind this coup? Casey had no political ambitions. And if not Casey, then who?

In private meetings that included Reagan, Bush, Casey, Defense Secretary Casper Weinberger, White House Chief of Staff Donald Regan, National Security Advisor John Poindexter, and CIA official George Cave, Shultz was learning to his dismay that the CIA was running foreign policy and possibly controlling the president.

Unlike Shultz, they were telling Reagan what he wanted to hear, namely, that his goals were correct and that he should continue pursuing them despite everything.

The end justified the means.

Shultz was discovering this was another real-life example of “The Emperor’s New Clothes.” He was the only one telling Reagan to his face that he was naked, that he had violated his own stated policy and was lying to the American people and the world by stating that the U.S. would never deal with terrorists.

The others in the Reagan circle, led by Casey, were telling the president that his wardrobe was superb and that deceit was necessary for security reasons to carry out the secret policies with which the president had become obsessed.

But to Shultz it appeared that Reagan didn’t fully understand the depths of the CIA’s activities in the Middle East and had no knowledge of the two secret operations being intertwined. And he refused to even consider suggestions that he and others had been breaking the law.

Attorney General Meese confided to Shultz during his internal investigation, “Certain things could be a violation of law. The president didn’t know about the Hawks (missile shipment to Iran) in November 1985. If it happened and the president didn’t report it to Congress, it’s a violation.”

Perhaps this was the part of the plan Mitch Marr had referred to as the CIA’s secret way to steer attention away from Arkansas and Mexico. If so, it was working. Oliver North had been successful in weaving the two operations together. He had taken the illegally generated profits from the arms sales to Iran and diverted them to purchasing arms and supplies for the Contras. Neither action, Shultz was learning was legal, nor were they approved by Congress.

But if a Marine lieutenant colonel and an admiral, National Security Advisor John Poindexter, had been the only ones influencing Reagan and had now been fired, why was this monster still alive and breathing? Was Shultz dealing with a hydra-headed serpent?

And, if so, where were the other heads hidden and likely to surface?…

In Washington, the Rewald affair was drawing its share of attention.

Congress and the media were beginning to break stories that were injurious to the CIA and its director, William Casey, who was hopping mad by now. His vindictive side would soon show itself….

The print media was soon addressing the explosive story. The Wall Street Journal’s New York City office received a warning from an anonymous caller threatening to kill one of its reporters if he doesn’t leave Hawaii and drop the story.

Since the passage of the Intelligence Identification Protection Act of 1982, which makes disclosing identities of covert agents a crime, journalists have tread carefully in covering such stories. Still, many professions did take on such stories.

The Agency attempted to intimidate Washington Post columnist, Jack Andersen, into revealing his sources regarding stories he wrote about the Agency’s involvement with Rewald and BBRD&W.

Gary Shepard of ABC covered the Rewald story. He received threatening phone calls and his apartment was burglarized twice during the fall of 1984.

Peter Jennings of ABC’s World News Tonight, on September 19 and 20, 1984 presented a special two-part report on the Rewald story, exposing much of what Rewald did in his work for the Agency. The report also stated that the CIA had hired Scott Barnes to assassinate Rewald.

ABC credited its own extensive investigation with uncovering the story. They went so far as to broadcast an on-camera interview with Scott Barnes, the proclaimed assassin, who told the whole story.

William Casey and the CIA’s lawyers immediately attacked ABC, who refused to budge from its story….

ABC, in response to Casey’s complaint, arranged three meetings between ABC News executive David Burke and Stanley Sporkin, the CIA’s General Counsel. They were demanding that Jennings retract that portion of the report that claimed the CIA had tried to kill one of its own agents. Sporkin was adamant in his claim that it was against the law for the Agency to be involved in assassinations, by Presidential Decree.

In the middle of this meeting, an ABC secretary interrupted with a copy of a wire service report that had just come in while the meeting was in progress. She handed it to David Burke. It announced the discovery of a CIA assassination manual that the Agency supplied to the Nicaraguan rebels, and goes into it in great detail.

The meeting ended abruptly.

A short time later, on World News Tonight, Peter Jennings responded to the CIA’s demands for a retraction. He stated, “We stand by our story.”

On November 21, 1984, Director Casey filed a formal complaint with the FCC charging ABC had deliberately distorted the news by reporting the Agency had conspired to kill a U.S. citizen. Casey also stated that it cannot be true, because it is illegal for the CIA to commit assassinations.

This was, of course, the same William Casey who as head of the Securities Exchange Commission (SEC) was accused of insider-trading and lying to Congress about having placed his portfolio in a blind trust.

He protected Robert Vesco, the fugitive financier, as well as Caset and Multiphonics, Inc. in 1968.

CIA-Chief Counsel Stanley Sporkin had defended Casey.

William Casey had also directed Rewald to expand Bishop Baldwin Rewald Dillingham & Wong.

During ABC’s battle with the CIA, ABC’s stock dropped from $67 per share on October 1 to $59 per share by the end of November. In early December, Capital Cities Corporation, a media firm, made an offer to buy ABC, and negotiations began.

CIA Director Casey helped form Capital Cities Corporation, and had been the company’s attorney and director between stints as SEC and CIA Director.

He owned 34,755 share of stock in Capital Cities worth about $7.5 million in September of 1984.


The FCC dismissed the suit against ABC, which was brought by the CIA. The CIA immediately appealed the decision in February of 1985. In March of 1985, Capital Cities acquired ABC.

Soon after that, the CIA withdrew its FCC complaint against ABC.

Casey now controlled the network.

A short time later, Peter Jennings read a statement addressing the CIA denial of an attempt to kill Rewald.

He stated, “We have no reason to doubt the Agency’s denial.”

The Hawaii media had pronounced Ron guilty long before a jury was selected. In Hawaii it always remained only a fraud case.

In reporting on the Rewald trail, a Honolulu television reporter said, “Today, William Casey, director of the CIA, had this to say about Ronald Rewald claims,” and then had Casey appearing on the screen reading from a prepared announcement: “Any representations made by Rewald that he had a relationship with the CIA is true only to the extent that he may have assisted in a minor capacity assisting a national company in back-stopping for a number of agents.”

The reporter returned to the screen.

“As you may recall, Stanley Sporkin, Chief Counsel for the CIA, denied ever hearing of Rewald or Bishop Baldwin Rewald Dillingham & Wong.

“He called Mr. Rewald’s claims absolute fantasy and stated that Rewald had no connection with the CIA.” . . .

The men alighted from the three waiting cars as the governor’s van rolled into position and turned off its headlights. The van’s front-seat occupants stepped out and took up security positions. . . .

The governor’s chief of security, Lieutenant Raymond Young of the Arkansas State Police, had already advanced to the side of the vehicle and opened the door in preparation for the passengers to disembark. The five waiting men were clearly taken aback when Governor Bill Clinton stepped from the vehicle with his aide, Bob Nash, and led the entourage into the World War II ammunition-storage bunker that would serve as the meeting place. . . .

The waiting group had expected Nash, but not his boss, Arkansas’s commander-in-chief, Bill Clinton. By his mere appearance, Clinton was risking exposure of his involvement in unauthorized covert operations. But he seemed desperate.

The meeting had been called at Camp Robinson, an Army facility outside Little Rock, to get some problems ironed out. In addition to the governor and his aide, the “guest list” included Max Gomez (Felix Rodriguez), John Cathey (Oliver North), resident CIA agent Akihide Sawahata, Agency subcontractor Terry Reed – and the man in charge, the one who would call the shots. He called himself Robert Johnson.

Johnson had been sent from Washington to chair this very delicate operational briefing which would hopefully extricate the Agency from its entanglement in what was becoming a messy situation in Arkansas.

A lot of loose ends were yet to be tied up.

It was a rendezvous that would change the complexion of the secret American policy in Central America and would outline the impending “Operation Screw Worm” in Mexico. . . .

On that March night in 1986, seven men entered the ammunition storage bunker at Camp Robinson while Young stood outside on guard. … The principals sat down around the gray, government-issue metal tables and chairs while Cathey (Oliver North) began the briefing.

“Governor Clinton, he began, switching to his toastmaster tone, “I’m glad you could attend tonight’s meeting with us. We’re both surprised and honored. Bobby (Nash) didn’t inform us you would be attending. . . . However, let’s get down to it. I know you’ve previously met some of the people here but, for everyone’s convenience, I’ll just go around the table.”. . .

Nash, Cathey noted, was Clinton’s top economic aide and the state’s liaison officer with the secret intelligence operations Centaur Rose and Jade Bridge that had been carried out, undetected, at the Mena Airport in western Arkansas.

Next came Gomez, whom he described as the Agency’s man in charge of planned operations in Mexico.

Sawata, who had been the Agency’s resident field agent in Arkansas for operations at Mena, would now serve as the transition officer until things in Mexico were fully operational.

Terry Reed was introduced as the man who had worked in both Mena operations and was now being put in charge of setting up a proprietary operation in Mexico. Terry viewed this meeting as his initiation into the inner circle. This impromptu appearance by Governor Clinton, however, would expose Terry to yet more things that he had no “need to know.” It would also confirm his suspicions that operations in Arkansas were being run with Clinton’s full knowledge.

Cathey described himself as CIA operations officer for “Rose” and “Bridge” who was now “transitioning over” to the job of operations officer for Mexico.

“Gentlemen,” Cathey said, “this meeting is classified Top Secret. The items discussed here should be relayed to no one who does not have an operational need to know. I repeat, Top Secret. There are to be no notes taken.”

Then Johnson rose to speak. He was the only person attending the meeting who Terry did not recognize. . . .

Johnson, Cathey said, was the personal representative of CIA Director William Casey and had been sent to chair the meeting. Casey was too important to show his face, Terry assumed….

“Thank you,” Johnson said. “As Mr. Cathey mentioned, I am the emissary of Mr. Casey, who for obvious security reasons, could not attend. We are at a major juncture of our Central American support program. And I am here to tie up a few loose ends. As you are all aware, the severity of the charges that could be brought against us if this operation becomes public … well, I don’t need to remind you of what Benjamin Franklin said as he and our founding fathers framed the Declaration of Independence….”

Cathey interrupted. “Yeah, but hanging is a much more humane way of doing things that what Congress will put us through if any of this leaks out.” This marked the only time during the briefing that laughter was heard.

“This is true,” Johnson replied. “And therefore, Governor Clinton, I’m going to find it necessary to divide this meeting into groups so that we don’t unnecessarily expose classified data to those who don’t have an absolute need to know. We can first discuss any old business that concerns either Centaur Rose or Jade Bridge, and I think that you will agree that afterwards you and Mr. Nash will have to excuse yourselves….”

Clinton was visibly indignant, giving the angry appearance of someone not accustomed to being treated in such a condescending manner.

“It seems someone in Washington has made decisions without much consulting with either myself of my aide here, Mr. Nash. And I’d like to express my concern about the possible exposure my state has as you guys skedaddle out of here to Mexico. I feel somewhat naked and compromised. You’re right; there are definitely some loose ends!”…

Nash interjected, “Sir, Governor Clinton’s concerns are that there may be some loose-ends cropping up from the Mena operation in general. As you know, we have had our Arkansas State Police intelligence division riding herd on the project. . . . This thing about Barry Seal getting Governor Clinton’s brother involved is what’s got us all upset. I mean, as we speak, there’s an investigation going on that could spill over onto some very influential people here in Arkansas, and people very close to the governor personally. . . .”

“Hold on!” Johnson shot back.

“Calm down! Mr. Casey is fully in charge here. Don’t you old boys get it. Just tell me what has to be taken care of, or who needs to be taken care of, and I’ll fix it for you!”

Johnson boasted to the group that Attorney General Edwin Meese, by arranging the appointment of J. Michael Fitzhugh as U.S. attorney in western Arkansas, had effectively stonewalled the ongoing money-laundering investigations in Mena, where the Contra training operations had been centered.

It was his impression, Johnson said, that everything was now “kosher” and the “containment” was still in place. Operations “Rose” and “Bridge” had not been exposed because federal law-enforcement agencies had been effectively neutralized. But Johnson said he was now concerned that the “drug” investigation there might expand beyond his control and unmask the residue of black operations.

Now that meeting was starting to turn into a shouting match. Terry quietly observed that Clinton appeared on the verge of losing his well-rehearsed, statesman-like demeanor. Stopping investigations around Mena had helped the CIA and its bosses in Washington, but it had not solved any of the governor’s local political problems. And these same problems were threatening to unveil the Mena operation.

It was the spring of 1986, just over a month after Barry Seal’s assassination in Louisiana. Clinton was facing a very tough and dirty reelection campaign. . . . The newspapers were filled with stories about Clinton’s brother, who had been convicted and served time for federal drug trafficking felonies….

Roger Clinton had “rolled over” and turned informant, enabling the Feds to begin an investigation of investment banker Dan Lasater, a close personal friend and campaign contributor of Clinton’s. This investigation, it was clear, could spill over into Lasater’s firm, possibly exposing CIA money laundering and other possible illegal activities….

Rumors were also running wild that the bond-underwriting business in which Lasater was a major figure, had been used to launder drug money…. And Clinton had to be fearful that exposure of the Mena operations would be the death blow to his reelection hopes. And if that weren’t enough ammunition, the governor was also facing a possible state budgetary shortfall of more than $200 million.

By his comments, the governor revealed that his political problems and his potential exposure were clearly on his mind. Clinton showed his contempt for the young man from Washington as he lost his composure, jumped to his feet and shouted, “Getting my brother arrested and bringing down the Arkansas bond business in the process isn’t my idea of kosher! . . . And what are we supposed to do, just pretend nothing happened?” He was angry.

“Exactly, pretend nothing’s happened,” Johnson snapped back. “It’s just like the commercial, you’re in good hands with Allstate. Only in this case, it’s the CIA.”…

Johnson paused, took a deep breath, and continued, “Mr. Clinton – Bill, if you will – some of those loose ends you refer to here were definitely brought on by your own people, don’t you agree? I mean, your brother didn’t have to start shoving Mr. Seal’s drugs up his nose, and your friend Lasater has been flaunting his new wealth as if he’s trying to bring you down.

We’re having to control the SEC and the IRS just to keep him afloat.

“Our deal with you was to help ‘reconstruct the South,'” Johnson sniped, using a term Southerners hate, since it reminds them of the post-Civil War Yankee dominance of the South. “We didn’t plan on Arkansas becoming more difficult to deal with than most banana republics. This has turned out to be almost comical.”

“Bobby! Don’t sit here on your black ass and take this Yankee shit!” Clinton yelled at Nash in an appeal for support. “Tell him about Seal bribing those federal agents!” . . .

“Why, Mr. Clinton, with racial slurs like that, the federal government could terminate educational busing aid here,” Johnson wryly shot back. “I thought Arkansas was an equal opportunity employer!”

Nash touched the governor’s arm, coaxing him back into his chair.

Johnson continued, “The deal we made was to launder our money through your bond business. What we didn’t plan on was you and your token nigger here to start taking yourselves seriously and purposely shrinking our laundry.”

“What do you mean by shrinking the laundry?!” Clinton asked, still shouting. By now, Clinton’s face was flushed with anger.

To the CIA, Arkansas had to be a money launderer’s heaven. To understand why, one must realize that intelligence agencies have the same problem as drug traffickers: laundering cash. The do that, a trafficker must either find a bank willing to break the law by not filing the documentation required for cash deposits or go offshore, where reporting requirements are less strict. Like traffickers, once offshore, the CIA must use wire transfers to get their money into the U.S., but at great risk of detection.

The trafficker, having broken the law to make his money, has no legal recourse if his banker double-crosses him. . . .

Arkansas offered the CIA something money launderers are rarely able to achieve, a secure business environment containing a banking industry where vast amounts of money move around unnoticed as part of the normal course of business. Through its substantial bond-underwriting activities, the state had a huge cash flow that could allow dirty and clean money to commingle without detection. All they lacked was a “dirty” banker to cooperate with them by ignoring the federal banking laws.

And that they found within the Clinton administration. This “banker” was none other than the Arkansas Development and Finance Authority (ADFA), which was a creation of, and directly under the control of, the governor’s office. . . .

“No paper, no trail” seemed to be the dominant doctrine of the Agency’s activities since, by design, cash dropped from an airplane in a duffel bag is not the standard way of transferring money. . . .

Arkansas desperately needed new businesses – and so did the CIA. It had plenty of black money, but that alone was not enough. … The Agency was barred by Congress from converting the cash into weapons and training the Contras needed on the battlefield, at least not through traditional Department of Defense suppliers.

Under Director William Casey’s plan, the CIA needed other companies that would be a source of secretly produced weapons which would find their way into the hands of the Contras. These selected businesses needed payment to perform these services to the CIA, and that cash came to them conveniently in a legal and undetectable manner, through ADFA, in the form of industrial development loans backed by tax-free development bonds. The CIA should have been showing a profit through accrued interest on their secured investments. But a problem had arisen. As Johnson had said, the “laundry” was shrinking.

And Johnson was not happy about that, as evidenced by the way he was firing back at Clinton. It was apparent that Johnson knew Clinton and his people had not abided by his agreement with the Agency.

“Our deal was for you to have 10 percent of the profits, not 10 percent of the gross,” Johnson sternly admonished.

“This has turned into a feeding frenzy by your good-ole-boy sharks, and you’ve had a hand in it, too, Mr. Clinton! . . . We know what’s been going on. Our people are professionals; they’re not stupid. They didn’t fall off the turnip truck yesterday, as you guys say. This ADFA of yours is double-dipping. Our deal with you was to launder our money. . . . No one agreed for you to start loaning our money out to your friends through your ADFA so that they could buy machinery to build our guns. That wasn’t the deal….”

Johnson’s worry was centered on security. He had referred to the CIA’s buying and relocating to Arkansas an existing arms manufacturing firm, Iver Johnson’s Arms, which had formerly been based in New Jersey. But what the Agency had hoped would be a very secret operation to build weapons for the Contras had been gobbled up as part of Clinton’s industrial plan and had now become an open secret among Clinton cronies.

These insiders, having learned through a security leak what Iver Johnson’s Arms was really doing, had demanded a piece of the action for themselves and had blackmailed their way into this black operation.

POM, the parking meter manufacturer in Russellville, Arkansas, was an example of a company that had leveraged its way into the underground arms-manufacturing loop. Terry concluded that the people running these companies must be the “good-ole-boy sharks” that Johnson had referred to.

The weapons clique was composed of five companies situated around Arkansas, at least two of which had received state-backed loans for the machinery necessary to perform the CIA work. This total lack of security and intelligence professionalism was apparently the reason the CIA was preparing to extricate itself from Arkansas and set up operations in Mexico.

The primary “loose end” that Johnson could not tie up was the investigation of Roger Clinton and his friends, brought on by his drug problems. His arrest had brought widespread attention to powerful people in Arkansas who were involved in the CIA’s operations. In addition, close Clinton political allies, including a state senator, had become targets of the drug investigation.

Clinton had paused for a moment to ponder Johnson’s words. “What do you mean, ‘live liabilities’?” he demanded.

“There’s no such thing as a dead liability. It’s an oxymoron, get it? Oh, or didn’t you Rhodes Scholars study things like that?” Johnson snapped.

“What! Are you threatenin’ us? Because if you are….”

“Calm down and listen,” Johnson said. “We are all in this together. We all have our personal agendas … but let’s not forget, both the vice president and Mr. Casey want this operation to be a success. We need to get these assets and resources in place and get them self-sustaining and prospering on their own while we have the chance….”

“I’m not here to threaten you. But there have been mistakes. The Mena operation survived undetected and unexposed only because Mr. Seal carried with him a falsely created, high-level profile of a drugrunner. All the cops in the country were investigating a drug operation. That put the police in a position where we could control them. We fed them what we wanted to feed them, when we wanted to feed them; it was our restaurant and our menu. Seal was himself a diversion. It was perfect until your brother started free-enterprising, and now we have to shut it down. It’s as simple as that….

Clinton just glared back. “That was a good sermon, but what can you specifically do to end this investigation concerning my brother and the bond business?”

“Your brother needed to go to jail,” Johnson said, staring at the governor. “As governor, you should intervene and make things as painless as possible now. As far as the money investigation goes, Mr. Meese is intervening right now. There will be no money investigation. The U.S. attorney’s office in Little Rock is ‘getting religion’ as we speak….

“There may be nothing we can do about your friend Lasater’s drug problem. I suggest that he and everyone else caught with their pants down take the bad along with the good and do a little time – as your brother has. It’s a shame. But bartenders shouldn’t drink. If some of our people are going to be in the drug business as a cover, they should do as Mrs. Reagan says and ‘just say no’.”

Johnson had applied the balm, and now the massage began.

“Bill, you are Mr. Casey’s fair-haired boy. But you do have competition for the job you seek. We would never put all our eggs in one basket. You and your state have been our greatest asset. The beauty of this, as you know, is that you’re a Democrat, and with our ability to influence both parties, this country can get beyond partisan gridlock.

“Mr. Casey wanted me to pass on to you that unless you fu*k up and do something stupid, you’re No. 1 on the short list for a shot at the job you’ve always wanted….

“So why don’t you help us keep a lid on this, and we’ll all be promoted together. You and guys like us are the fathers of the new government.

“Hell, we’re the new covenant.”
